RECOMMENDATION(S)

Recommendation

1.                     Approve Grant Agreement with the State of California - Office of Traffic Safety, Intensive Probation Supervision for High-Risk Felony and Repeat DUI-Offenders (State Grant Number AL21004) in an amount of $415,033, for the continuation of the High Risk Drunk Driving Supervision Program for the period of October 1, 2020 through September 30, 2021.

2.                     Authorize the Chief Probation Officer to electronically sign and submit the grant award agreement and all subsequent quarterly reports to the California Office of Traffic Safety.

3.                     Direct the Chief Probation Officer to transmit all documents and amendments in relation to this grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Approval of the agreement will provide $415,033 to fund three Probation Officers and other costs of the High-Risk Drunk Driving Supervision Program (Program) such as training, travel, alcohol/drug testing and motor pool charges. No matching funds are required. Sufficient appropriation and revenue is included in the Probation Department’s (Department) 2020-21 budget.

 

 

BACKGROUND INFORMATION

The State of California Office of Traffic Safety (OTS) provides funding to local law enforcement agencies to increase traffic safety through county programs and activities.

 

The grant award will provide funds to the Program, which contributes to the goal of reducing drinking and driving, and aligns with the countywide goal to provide for the safety, health, and social service needs of County residents. Since the beginning of the Program, the Department has successfully provided effective supervision to more than 880 felony probationers at the highest risk of recidivating or continuing to drive under the influence of alcohol. The Program has helped reduce the number of Driving Under the Influence (DUI) arrests and sends a unified message to the community that drunk driving will be targeted.

 

County Standard Practice 05-13 requires approval by the Chief Executive Officer (CEO) for reapplication of grants. On January 14, 2020, the CEO (via his designee) approved the Department’s grant application for 2020-21 fiscal year. On January 30, 2020, the Department submitted the grant application to OTS, and on June 10, 2020, the Department’s application was tentatively approved, subject to Board approval.

 

The OTS requires the same individual to sign the grant award agreement and any subsequent reports or report revisions. Approval of this item authorizes the Chief Probation Officer to execute all grant-related documents, subject to review by County Counsel.  Approval of this item also directs the Chief Probation Officer to transmit all documents and amendments in relation to this grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.
