RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Employment Contract No. 20-1170 with Tami Godfrey to continue to provide support services to the First District Supervisor as a Board of Supervisors Executive Secretary, changing the salary range retroactively effective December 14, 2024, for an estimated annual cost of $130,155 (Salary - $77,376, Benefits $52,779).
2. Approve Amendment No. 1 to Employment Contract No. 22-68 with Christopher Porter to continue to provide support services to the First District Supervisor as a Policy Advisor I, changing the salary range retroactively effective December 14, 2024, for an estimated annual cost of $141,430 (Salary - $82,118, Benefits $59,312).
3. Approve Amendment No. 2 to Employment Contract No. 22-802 with Samuel Shoup to continue to provide support services to the First District Supervisor as a Field Representative II, removing the cell phone allowance and changing the salary range retroactively effective December 14, 2024, for an estimated annual cost of $132,866 (Salary - $80,787, Benefits $52,079).
4. Approve Amendment No. 1 to Employment Contract No. 20-1163 with Tim Itnyre to continue to provide support services to the First District Supervisor as Chief of Staff, changing the salary range retroactively effective December 14, 2024, for an estimated annual cost of $246,782 (Salary - $156,978, Benefits $89,804).
5. Approve Amendment No. 1 to Employment Contract No. 20-1164 with Dakota Higgins to continue to provide support services to the First District Supervisor as Deputy Chief of Staff, changing the salary range retroactively effective December 14, 2024, for an estimated annual cost of $193,466 (Salary - $131,165, Benefits $62,301).

FINANCIAL IMPACT
Approval of this contract will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the First District’s 2024-25 budget to fund the costs related to these employment contracts and will be included in future recommended budgets.
BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On December 8, 2020 (Item No. 5), the Board approved Employment Contract No. 20-1170 to engage Tami Godfrey as a Board of Supervisors Executive Secretary, effective December 5, 2020. Recommendation No. 1 will approve Amendment No.1 to Employment Contract No. 20-1170 to increase the salary range retroactively effective December 14, 2024, due to this date being the start of the pay period. This salary increase and retroactive adjustment is intended to retain Ms. Godfrey with the First District and ensure the position remains competitive in the current job market.
On December 8, 2020 (Item No. 5), the Board approved Employment Contract No. 20-1166 to engage Christopher Porter as a Field Representative I, effective January 2, 2021. On February 8, 2022 (Item No. 4), the Board terminated Employment Contract No. 20-1166 and approved Employment Contract No. 22-68 to engage Mr. Porter as a Policy Advisor I, effective January 29, 2022. Recommendation No. 2 will approve Amendment No.1 to Employment Contract No. 22-68 to increase the salary range retroactively effective December 14, 2024, due to this date being the start of the pay period. This salary increase and retroactive adjustment is intended to retain Mr. Porter with the First District.
On December 15, 2020 (Item No. 6), the Board approved Employment Contract No. 20-1190 to engage Samuel Shoup as a Field Representative I for the First District Supervisor effective January 2, 2021. On September 13, 2022 (Item No. 4), the Board terminated Employment Contract No. 20-1190 and approved new Employment Contract No. 22-802 to engage Mr. Shoup as a Field Representative II, effective August 13, 2022. On August 22, 2023 (Item No. 4), the Board approved Amendment No. 1 to Employment Contract No. 22-802 to change the salary range, and increase the auto and cell phone allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective July 15, 2023. Recommendation No. 3 will approve Amendment No. 2 to Employment Contract No. 22-802 to remove the cell phone allowance and increase the salary range retroactively effective December 14, 2024, due to this date being the start of the pay period. This salary increase and retroactive adjustment is intended to retain Mr. Shoup with the First District and ensure the position remains competitive in the current job market.

This salary increase and retroactive adjustment is intended to retain Mr. Itnyre with the First District.
On December 8, 2020 (Item No. 5), the Board approved Employment Contract No. 20-1164 to engage Dakota Higgins as Deputy Chief of Staff, effective December 5, 2020. Recommendation No. 5 will approve Amendment No.1 to Employment Contract No. 20-1164 to increase the salary range retroactively effective December 14, 2024, due to this date being the start of the pay period. This salary increase and retroactive adjustment is intended to retain Mr. Higgins with the First District.
Either party may terminate their respective contract at any time without cause with a 14-day prior written notice to the other party. The contracts may be terminated for just cause immediately by the County.
