Adopt Resolution to amend Resolution No. 2024-24 for approval of the acceptance of Community Care Expansion - Capital Expansion Program grant funds established by Assembly Bill 172, Chapter 696 (3), for the Platinum Campus expansion at the Pacific Village Campus, as required by the California Department of Social Services, for the Community Care Expansion - Capital Expansion Program, increasing the funds by $613,302, changing the not to exceed amount from $14,165,593 to $14,778,895.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). Community Care Expansion (CCE) - Capital Expansion Program grant, in the amount of $14,778,895, is funded by the California Department of Social Services (CDSS) and requires a 10% local match. The additional local match of $61,330 will be funded with American Rescue Plan Act (ARPA) funds. The total project cost for the Pacific Village Campus (Pacific Village) is estimated to be $16,848,752 and will be funded with $14,778,895 in CCE - Capital Expansion Program grant funding and $2,069,857 in ARPA funds ($1,245,265 for the local match and $824,592 for developer fees).

 

BACKGROUND INFORMATION

CDSS is providing CCE - Capital Expansion Program grant funding, established through Assembly Bill 172, for the acquisition, construction, and rehabilitation of adult and senior care facilities that serve Supplemental Security Income/State Supplementary Payment (SSI/SSP) and/or Cash Assistance Program for Immigrants (CAPI) applicants and recipients, and other adults who are experiencing or at risk of homelessness.

 

The Department of Aging and Adult Services - Public Guardian (DAAS-PG) intends to utilize the CCE - Capital Expansion Program grant to fund the Platinum Campus expansion at Pacific Village. The Pacific Village, located in the city of San Bernardino, will be part of the multi-use collective partnership between DAAS-PG, the Department of Behavioral Health, Community Development and Housing, and third-party management providers to create a full-service Continuum of Care (CoC) campus to promote community health and housing options for the most vulnerable residents within the county. The CoC campus concept will include an array of affordable housing types providing access to affordable and permanent housing options with on-site supportive services, such as medical and behavioral health.

 

The Platinum Campus expansion will include 30 new permanent housing units and a 32-bed Recuperative Care Center (RCC). Funding from the CCE - Capital Expansion Program grant will allow the Platinum Campus to annually serve a minimum of 168 county residents experiencing, or at risk of, homelessness. The 30 housing units will be newly constructed, single-story prefabricated buildings that will provide one and two-bedroom options, equipped with a full kitchen, living room, full bathroom, and will comply with the Americans with Disabilities Act. Residents will have access to community features such as outdoor recreational areas, on-site supportive services, and employment assistance. Platinum Campus housing will create affordable independent living options and offer wellness through a holistic community-based setting for older adults and adults with disabilities, along with priority to applicants and recipients of SSI/SSP and/or CAPI benefits who are at risk of or experiencing homelessness. Monthly rental fees will be income-based in accordance with established Federal, State, and local housing policies and procedures.

 

The existing chapel building will be remodeled to develop a 32-bed RCC and will serve individuals transitioning out of hospitals, correctional, and other institutional settings. Individuals will receive short-term medical and behavioral health care support for up to 90 days. Eligible individuals will include those experiencing or at risk of homelessness and recovering from an acute illness or injury that generally does not require continued hospitalization. Ten of the 32 beds will be dedicated to individuals who meet the Serious Mental Illness criteria.

 

The RCC will include a community gathering area, semi-private bed spaces, restrooms, shower and laundry facilities, assessment/exam room, and administrative offices. The CCE - Capital Expansion Program grant will also allow a renovation of the current on-site commercial kitchen, which will provide RCC individuals with three nutritious meals and snacks that will be prepared daily and served in the kitchen/dining hall. Additional services include intensive case management, social services, workforce development, and transportation to off-site medical appointments. Recuperative care services will be funded through the Managed Care Plan (Medi-Cal) for 22 beds and by DBH for 10 beds.

 

On September 13, 2022 (Item No. 5), the Board of Supervisors (Board) approved the submission of a grant application to CDSS for CCE - Capital Expansion Program grant funding, in the amount of $14,165,593, for the expansion of Pacific Village into a full-service CoC campus to provide access to affordable and permanent housing options with on-site supportive services, such as medical and behavioral health.

 

On January 6, 2023, DAAS-PG received a CCE - Capital Expansion Program grant award notification from CDSS for up to $14,165,593.

 

On February 27, 2024 (Item No. 4), the Board adopted Resolution No. 2024-24 for the acceptance of CCE - Capital Expansion Program grant funds established by Assembly Bill 172, Chapter 696 (3), not to exceed $14,165,593, for the Platinum Campus expansion at Pacific Village Community, as required by the CDSS, for the CCE - Capital Expansion Program.

 

On May 21, 2024, DAAS-PG received a CCE - Capital Expansion Program Grant - Award Augmentation Notification from CDSS informing DAAS-PG that it was approved for an additional $613,302 in funding due to adjustment of developer fee costs relevant to executing the Program Funding Agreement (PFA). A new total of up to $14,778,895 has been reserved for the CCE Capital Expansion grant award (CCE-3585456821). This increased state funding results in the additional use of ARPA funds by $61,330 as part of the CCE - Capital Expansion Program grant matching requirement, resulting in a total use of the County’s ARPA funding source at $2,069,857 ($1,245,265 for the local match and $824,592 for developer fees).

 

The CDSS designated grant administrator for the CCE - Capital Expansion Program grant, Horne LLP, requires DAAS-PG to obtain an authorizing Resolution from the Board prior to issuing the PFA. Once the PFA is received, DAAS-PG will present the PFA to the Board for acceptance of the funds and execution of contract documents, which will include a Deed of Restrictions that must be filed against the property.
