RECOMMENDATION(S)

Recommendation

1.                     Approve and accept grant agreement (Grant Agreement No. 24-10305) from the California Department of Public Health, Office of AIDS for the HIV Surveillance Program, in the amount of $1,356,840, for a five-year period of July 1, 2024 through June 30, 2029, with $271,368 being allocated for the period of July 1, 2024 through June 30, 2025, and subsequent funds being allocated annually for the remainder of the grant term.

2.                     Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments including work and budget plans related to the HIV Surveillance Program.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the HIV Surveillance Program, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The grant agreement (Agreement) in the amount of $1,356,840 ($271,368 annually) from the California Department of Public Health (CDPH) does not require a match. Adequate appropriation and revenue have been included in the DPH 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

California allocates State General Funds to local health jurisdictions to provide HIV Surveillance Program services. The goals of this funding are to establish and maintain HIV case surveillance, collect and submit accurate, complete, and timely HIV surveillance data to the Office of AIDS, maintain data security and confidentiality, conduct HIV surveillance activities consistent with guidance from the State, and facilitate the sharing of data and resources to support progress toward meeting California’s goals and objectives related to reducing the transmission of HIV. DPH has received HIV Surveillance Program funding since 1985.

 

DPH will use the program funds to continue to strengthen HIV/AIDS case surveillance in health and social service settings. This will involve ensuring the timeliness, accuracy, and reliability of local HIV/AIDS case data and investigating HIV/AIDS cases throughout the county.

 

On May 30, 2024, the County Administrative Office approved the submission of the Application, in the amount of $1,356,840, for the period of July 1, 2024 through June 30, 2029.

 

On July 19, 2024, DPH received notice of the Agreement award from CDPH, in the amount of $1,356,840 ($271,368 annually), for a five-year period of July 1, 2024 through June 30, 2029. This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities.
