RECOMMENDATION(S)

Recommendation

1.                     Approve a budget increase in the amount of $668,359 to Capital Improvement Program Project No. 21-017, for the roof replacement of certain hangars at Chino Airport, increasing the total budget from $483,000 to $1,151,359.

2.                     Approve a budget increase in the amount of $806,850 to Capital Improvement Program Project No. 21-013, for the pavement replacement at the commercial hangar complex at Chino Airport, increasing the total budget from $690,847 to $1,497,697.

3.                     Approve appropriation and revenue adjustments to fund the budget increases for the Capital Improvement Program projects, in the total amount of $1,475,209.

4.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The following budget adjustments are necessary to increase the Department of Airports (Department) Capital Improvement Program (CIP) budget for the increase in the Chino Airport’s Hangar Roof Project (WBSE 10.10.1021) and the Pavement Replacement Project (WBSE 10.10.1023) (collectively, Projects) in the amounts of $668,359 and $806,850, respectively. Both Projects will be funded from the Department’s 2024-25 CIP Fund.

BACKGROUND INFORMATION

Approval of this item will increase the funding for each Project, as outlined in the Financial Impact section. Each Project was approved as part of the 2024-25 Department’s CIP Project budget. The Project scopes have since increased due to the repairs needed for additional roofs, requiring the requested budget increases. Approval of the recommended actions will allow the Department to begin the roof replacements of those hangars damaged by the 2023 Winter Storm and routine asphalt replacement, which includes new areas identified at the commercial hangar complex at Chino Airport.

 

Approval of this recommendation aligns with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents, and to operate in a fiscally responsible and business-like manner by completing the necessary roof and asphalt replacements.
