RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Adopt the Initial Study and Mitigated Negative Declaration for the Rosena Ranch Fire and Sheriff Station Projects in Fontana.
b. Adopt the Mitigation Monitoring and Reporting Plan for the Rosena Ranch Fire and Sheriff Station Projects in Fontana.
c. Approve the Rosena Ranch Fire and Sheriff Station Projects, as defined in the Initial Study and Mitigated Negative Declaration.
d. Direct the Project and Facilities Management Department to file the Notice of Determination in accordance with the California Environmental Quality Act.
2. Acting as the governing body of the San Bernardino County Fire Protection District:
a. Adopt the Initial Study and Mitigated Negative Declaration for the Rosena Ranch Fire and Sheriff Station Projects in Fontana.
b. Adopt the Mitigation Monitoring and Reporting Plan for the Rosena Ranch Fire and Sheriff Station Projects in Fontana.
c. Approve the Rosena Ranch Fire and Sheriff Station Projects, as defined in the Initial Study and Mitigated Negative Declaration.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Rosena Ranch Fire Station (WBSE 10.10.0320) and Sheriff Substation (WBSE 10.10.1773) Projects (Projects) are a joint effort between the San Bernardino County Fire Protection District (SBCFPD) and the Sheriff/Coroner/Public Administrator (Sheriff). The Fire Station will be funded through SBCFPD’s Valley Regional Service Zone budget (5800032434), as well as from special tax bond proceeds from Community Facilities District No. 2006-1 (associated with a new housing development by Lennar Corporation). Approval of the necessary budget adjustments for the Fire Project will be presented to the Board of Supervisors (Board) in a future countywide budget report or board agenda item. The Sheriff Station will be funded by the Building Replacement Reserve, as approved by the Board on March 25, 2025 (Item No. 66), for which no adjustments are requested at this time.
BACKGROUND INFORMATION
SBCFPD operates Fire Station No. 2, which provides fire, emergency medical responses, and rescue services for the communities of Devore and Rosena Ranch. Due to increased development and planned growth in the area, SBCFPD requested to build a new fire station to cover the Rosena Ranch area’s projected growth to better serve the community. The new station will also include 2,900-square-foot space dedicated to the Sheriff’s substation. The Projects directly support the SBCFPD’s mission to provide timely and effective emergency services and Sheriff’s mission to provide for the safety, health, and social service needs of county residents. By improving response times, enhancing operational efficiency, and expanding public safety presence, the Projects will strengthen the County’s overall emergency and law enforcement response capabilities and ensure continued protection for residents and businesses as the region grows.
In accordance with the California Environment Quality Act (CEQA) and CEQA Guidelines, an Initial Study (IS) was conducted to identify potential impacts that the Projects may have on the environment. The IS concluded that all potentially significant environmental impacts resulting from construction can be mitigated to a less than significant level. Therefore, a Mitigated Negative Declaration (MND) is warranted.
The MND was circulated on November 12, 2024, to the responsible and trustee agencies, interested organizations and individuals, and the State Clearinghouse for the 30-day comment period as specified in the CEQA Guidelines. No comments were received.
The Projects are consistent with the County Administrative Office approved CIP request No. 17-268 and 25-151.
