FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended contract amendment provides for additional recovery residence locations with no increase to the total contract amount of $718,594. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2019-20 budget and will be included in the 2020-21 recommended budget.
BACKGROUND INFORMATION
DBH Substance Use Disorder and Recovery Services (SUDRS) Recovery Residences (RR), formerly known as Transitional Housing Supportive Services, provides transitional housing units in a sober living environment for adults and adults with children. The goal of the program is to provide a secure environment for the individual/family while preparing the client to obtain secure permanent housing. Attendance in recovery and/or treatment services is mandatory. Educational programs and employment searches enable the client to transition into permanent housing and integrate back into the community as a productive member. The recommended amendment to the contract will add four additional locations while removing one existing recovery residence location, for a total of five locations where Inland Valley Drug and Alcohol Recovery Services (IVDARS) will continue to provide RR services to eligible clients. IVDARS is able to expand their locations through other funding sources with no increase to the contract amount with San Bernardino County. During 2019-20, DBH anticipates that approximately 6,296 RR bed days will be provided by IVDARS to eligible clients, at an average bed day rate of $27.17.
DBH is responsible for providing mental health and/or substance use disorder services to San Bernardino County residents who are experiencing serious mental illness and/or substance use disorders. An integral part of the service delivery system consists of County operated and contracted service providers delivering an array of treatment and supportive services. The Drug Medi-Cal Organized Delivery System (DMC-ODS) provides a continuum of care, enables more local control and accountability, provides greater administrative oversight, creates utilization controls to improve care and efficient use of resources, implements evidenced based practices in substance use disorder treatment, coordinates with other systems of care, and provides the beneficiary with access to the care and system interaction needed in order to achieve sustainable recovery. DMC-ODS demonstrates how organized substance use disorder care increases the success of DMC beneficiaries while decreasing other system health care costs. RR is a benefit available within the DMC-ODS continuum of care.
DBH-SUDRS’ target population includes San Bernardino County residents who are experiencing substance use disorders, and RR services have been identified and defined as a service integral to the client’s overall recovery. Clients are encouraged to participate in self-help meetings or other activities that help maintain sobriety. Trained staff are available 24/7 to offer activities and services to assist in maintaining a substance-free lifestyle while transitioning back into the community. All facilities must meet the required standards and maintain certification with the California Consortium of Addiction Programs and Professionals which is an affiliate of the National Alliance of Recovery Residences.
PROCUREMENT
On June 16, 2015 (Item No. 28), as a result of a formal procurement, the Board of Supervisors (Board) approved contracts for RR services that included the contract with IVDARS, in the amount of $410,625, for the period of July 1, 2015 through June 30, 2018, with the option to extend for two one-year periods contingent upon funding and contract performance.
On June 12, 2018 (Item No. 30), the Board approved Amendment No. 1 to the contract with IVDARS, increasing the total amount by $136,875, from $410,625 to $547,500, and exercising the first one-year option to extend the contract through June 30, 2019.
On April 16, 2019 (Item No. 8), the Board approved Amendment No. 2 to the contract with IVDARS, increasing the total amount by $171,094, from $547,500 to $718,594, and exercising the final one-year option to extend the contract through September 30, 2020.
DBH will continue to monitor contractor performance on a regular basis to ensure compliance standards are met.
