Recommendation

Approve Amendment No. 1 to Agreement No. 4400015540, with the Board of Trustees of the Leland Stanford Junior University, on behalf of the California Perinatal Quality Care Collaborative/California Maternal Quality Care Collaborative within the School of Medicine, for access to resources to improve health outcomes in maternal and perinatal care, increasing the agreement by $95,000, from $85,000 to $180,000, and extending the term by five years, for a total term of October 22, 2020 through October 31, 2030.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $95,000 is funded by State Medi-Cal, Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Starting in 2004, participation in the Board of Trustees of the Leland Stanford Junior University, on behalf of the California Perinatal Quality Care Collaborative/California Maternal Quality Care Collaborative within the School of Medicine (CPQCC) was mandated by the State of California Department of Health Services, California Children’s Services (CCS) program for all CCS-approved hospital Neonatal Intensive Care Unit (NICUs).  ARMC is approved by the California Children’s Services division of the DHS as a Level III Community NICU.

 

Starting in 2009, CPQCC also implemented the High-Risk Infant Follow-Up Quality of Care Initiative (HRIF QCI) for CCS, participation in which is also required for all CCS-approved NICUs. The CPQCC program and HRIF QCI are administered by CPQCC staff and advised by its executive committee.

 

CPQCC operates a statewide reporting program to collect hospital-level performance data on California maternal and neonatal care in order to improve the care and outcomes for high-risk mothers and their newborns in California.

 

On October 22, 2020, as the result of a non-competitive procurement, the Purchasing Agent executed Agreement No. 4400015540 (Agreement) between the County, on behalf of ARMC, and Stanford University within the School of Medicine, in the amount of $85,000, with a five-year term of October 22, 2020 through October 21, 2025.

 

Approving Amendment No. 1 to extend the Agreement by five years establishes a non-standard 10-year term through Stanford University’s template agreement for participants in the CPQCC. This is a sole source participation agreement for hospitals in the State of California.

 

ARMC recommends approval of Amendment No. 1 as the hospital’s participation will provide for the safety, health and social service needs of county residents through the improvement of health outcomes for mothers and their babies who receive care at ARMC.
