RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of a combined supplemental grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the total combined amount of $1,553,922 for cost-of-living and quality improvement funding for the following programs, for the period of July 1, 2022 through June 30, 2023:

a.                     Head Start Program, in the amount of $1,272,632.

b.                     Early Head Start Program, in the amount of $235,603.

c.                     Early Head Start-Child Care Partnership Program, in the amount of $45,687.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department to execute and submit any subsequent non-substantive application documents for the Head Start and Early Head Start programs for the supplemental funding, on behalf of the County, subject to review by County Counsel.

3.                     Direct Chairman of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department, to transmit all grant application documents in relation to the Head Start and Early Head Start programs for the supplemental funding to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The combined supplemental application to the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start, Early Head Start, and Early Head Start-Child Care Partnership (EHS-CCP) Programs totaling $1,553,922, provides for a waiver of the non-federal match.  The application consists of Cost of Living Adjustment (COLA) and Head Start Program quality improvement (QI) funds.as detailed below:

BACKGROUND INFORMATION

Head Start, Early Head Start, and EHS-CCP Programs provide comprehensive, developmental and preschool services to eligible children and their families through collaborative partnerships with child care providers and agencies countywide.  PSD intends to utilize the COLA funds to meet and confer with Teamsters Local 1932 to propose an increase of 2.28% in the hourly rate of pay and fringe benefits for approximately 602 Head Start, Early Head Start, and EHS-CCP contract employees.  In addition, the COLA funds will be utilized to provide a 2.28% increase to contractors and a delegate agency currently providing developmental Head Start, Early Head Start, and EHS-CCP program services to San Bernardino County Head Start children.  PSD will utilize the QI funds to provide contracted occupational therapy and trauma treatment services for eligible children and their families.  

 

On April 20, 2022, PSD was notified by ACF of supplemental COLA and QI funding for Head Start, Early Head Start, and EHS-CCP programs, in the combined amount of $1,553,922, for the period of July 1, 2022 through June 30, 2023.  The Board of Supervisors’ approved application must be submitted to ACF by June 1, 2022.  PSD will return to the Board of Supervisors for acceptance and approval of the grant award.
