Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD), approve Amendment No. 1 to Revenue Agreement No. 19-545 with the San Bernardino International Airport Authority increasing the annual contract amount by $84,243 (from $775,254 to $859,497) to compensate SBCFPD for its costs of providing aircraft fire crash rescue services and fire services at the San Bernardino International Airport for 2020-21 with all other terms of the contract remaining in effect through June 30, 2023.

FINANCIAL IMPACT
Approval of this amendment will not require additional Discretionary General Funding (Net County Cost) as SBCFPD is receiving compensation from the San Bernardino International Airport Authority (SBIAA) for the cost of providing services in accordance with the terms of Agreement No. 19-545. The compensation amount of $859,497 for 2020-21 represents an $84,243 increase from prior year. This increase in compensation is due to SBCFPD’s additional costs of providing services to SBIAA, mostly resulting from new agreements with the following labor unions:
• San Bernardino County Professional Firefighters, IAFF, Local 935, representing employees in the Firefighters Unit - approved by the Board of Directors (Board) on August 20, 2019 (Item No. 66).
• Association of San Bernardino County Fire Managers, representing employees in the Fire Management Unit - approved by the Board on November 19, 2019 (Item No. 37).
Revenue and appropriation for this agreement are included in SBCFPD’s 2020-21 budget and will be included in future recommended budgets as appropriate.
BACKGROUND INFORMATION
On August 6, 2019 (Item No. 49), the Board of Directors (Board) approved Agreement No. 19-545 (Agreement) for SBCFPD to provide aircraft fire crash rescue services and fire services at the San Bernardino International Airport (Airport) for a term of five years ending on June 30, 2023. The Agreement also allows SBCFPD to lease a building at the Airport in the amount of $1.00 per year for use as a fire station, as well as utilize SBIAA-owned apparatus/equipment for fire station operations.
Section 7(a) of the Agreement established the annual compensation amount to SBCFPD for its 2018-19 and 2019-20 costs of providing service. Approval of Amendment No. 1 is needed to establish the annual compensation amount for 2020-21. Section 7(c) of the Agreement allows for annual cost adjustments for salaries/benefits and other operating expenses.
