RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to the following contracts for the provision of Prevention and Early Intervention Older Adult Community Services Program, increasing the total aggregate contract amount by $700,000, from $3,150,000 to $3,850,000, updating standard contract language, and extending the contract an additional year, for the total contract period of January 1, 2021, through June 30, 2026:

1.                     Contract No. 20-1138 with Rim Family Services, Inc., increasing the contract amount by $200,000 from $900,000 to $1,100,000.

2.                     Contract No. 20-1139 with West End Family Counseling Service reflecting the legal name change and increasing the contract amount by $500,000 from $2,250,000 to $2,750,000.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The recommended contract increases totaling $700,000 will be funded by Mental Health Services Act funds. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2024-25 budget and will be included in the 2025-26 recommended budget.

 

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. Prevention and Early Intervention Older Adult Community Services (PEI) is a program to promote healthy aging and assist in maintaining mental wellness, by delivering prevention and early intervention services to the older adult population in the county. PEI is provided to older adults, 60 years old and above, who may be experiencing the onset of serious psychiatric illness or are at risk due to the aging process, trauma, and/or bereavement. DBH PEI services during the contract extension period will be provided to approximately 5,968 clients at an estimated cost of $117 per client.

 

The PEI program includes four components Older Adult Mobile Resource Unit, Older Adult Wellness Services, Older Adult Home Safety Program, and Older Adult Suicide Prevention Program. Furthermore, the PEI program provides short-term early intervention counseling services and linkage to additional resources when appropriate. Activities within each component encompasses providing services to older adults in a culturally and linguistically competent manner, in all areas of the County. The program is designed to benefit older adults who encounter barriers in accessing preventive and early intervention mental health services; are at risk of suicide; or are unserved, underserved, or inappropriately served. Services provided include mental health assessments; counseling services; substance abuse screenings; transportation to medical appointments; and assistance with maintaining appropriate home and personal safety. DBH provides PEI to eligible older adult County residents, with the approval of the California Mental Health Oversight and Accountability Commission, through a Memorandum of Understanding with the County Department of Aging and Adult Services and contract service providers since 2009.

 

On November 17, 2020 (Item No. 30), as a result of a formal procurement, the Board of Supervisors approved Contract No. 20-1138 with Rim Family Services (Rim), in the amount of $900,000, and Contract No. 20-1139 with West End Family Services, Inc., in the amount of $2,250,000, for the provision of PEI for the period of January 1, 2021, through June 30, 2025.

 

The recommended amendments will add Executive Order N-6-22 - Russia Sanctions, Levine Act - Campaign Contribution Disclosure (formerly referred to as Senate Bill 1439), and increase the aggregate contract amount by $700,000, from $3,150,000 to $3,850,000, and extend the contract term one year for a total contract period of January 1, 2021, through June 30, 2026. Approval of amendments will allow Rim and West End Family Counseling Service to continue to provide PEI services through June 30, 2026.

 

On April 2, 2025, DBH staff were notified that West End Family Counseling Services, Inc.’s legal name changed to West End Family Counseling Service. Amendment No. 1 to Contract No. 20-1139 is being processed at this time as this is the first Board date available following DBH Program, Fiscal, Administrative, and legal reviews.

 

DBH will also implement mechanisms to regularly review 1) client service data and progress, conduct site visits and annual monitoring to ensure performance and compliance standards of the contract(s) are met; and 2) service provider invoices administratively and programmatically to ensure client and/or bed counts are accurate prior to payment processing.
