RECOMMENDATION(S)

Recommendation

1.                     Accept and approve a grant award (Grant Award No. 09CH011719-03-00) from the United States Department of Health and Human Services, Administration for Children and Families for continued support of the Head Start, Early Head Start, and Early Head Start - Child Care Partnership Programs, in a combined amount of $58,467,080, for the period of July 1, 2022 through June 30, 2023.

2.                     Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of Preschool Services Department to accept any subsequent non-substantive amendments in relation to Grant Award No. 09CH011719-03-00 for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership Programs on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of Preschool Services Department to transmit all non-substantive amendments in relation to Grant Award No. 09CH011719-03-00 for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership Programs to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the combined amount of $58,467,080 from the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) Programs require a 20% non-federal share match of the total program cost, which equates to 25% of the grant award.  The Preschool Services Department (PSD) will meet the non-federal match requirement through in-kind volunteers, donated services, and reduced rates for goods and services.  Adequate appropriation and revenue have been included in PSD’s 2022-23 budget.

BACKGROUND INFORMATION

PSD will use the combined Head Start, Early Head Start, and EHS-CCP Programs grant award to continue providing family and child comprehensive and developmental services countywide. The service population includes the Head Start Program serving 3,244 children and their families, the Early Head Start Program serving 524 infants, toddlers, pregnant women, and their families, and the EHS-CCP program serving 130 low-income infants, toddlers, and their families. 

 

The Head Start, Early Head Start, and EHS-CCP Programs provide comprehensive developmental and educational services for children ages 0 - 5 and their families at 38 PSD Head Start centers located throughout San Bernardino County. Services include health, nutrition, and Family Comprehensive Social Services, to include developmental and behavioral screenings, with the overall goal of increasing the school readiness of young children and moving economically disadvantaged families towards self-sufficiency.

 

On March 29, 2022 (Item No. 35), the Board of Supervisors approved the submission of a grant application to ACF for continued support of the Head Start, Early Head Start, and EHS-CCP Programs, in the combined amount of $58,467,080, for the period of July 1, 2022 through June 30, 2023.

 

On July 11, 2022, PSD received Grant Award No. 09CH011719-03-00 from ACF for the Head Start, Early Head Start, and EHS-CCP Programs in the combined amount of $58,467,080, for the period of July 1, 2022 through June 30, 2023.  The grant award includes:

                     Head Start Program funding in the amount of $47,232,554, which includes $46,752,628 for program operations and $479,926 for training and technical assistance.  The $46,752,628 for Head Start program operations will serve approximately 3,244 eligible children, at an estimated cost of $14,412 per child.

                     Early Head Start Program funding in the amount of $9,186,778, which includes $8,956,705 for program operations and $230,073 for training and technical assistance.  The $8,956,705 for Early Head Start program operations will serve approximately 524 eligible children, at an estimated cost of $17,093 per child. 

                     EHS-CCP Program funding in the amount of $2,047,748, which includes $2,003,808 for program operations and $43,940 for training and technical assistance.  The $2,003,808 for EHS-CCP program operations will serve approximately 130 eligible children, at an estimated cost of $15,414 per child.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval at this time will not impact PSD services or activities.
