RECOMMENDATION(S)
Recommendation
1. Approve amended Conflict of Interest Codes for the following jurisdictions as on file with the Clerk of the Board of Supervisors:
a. Hesperia Recreation and Park District
b. Lake Arrowhead Community Services District
c. San Bernardino County Transportation Authority
2. Approve a new Conflict of Interest Code for the Housing Authority of the County of San Bernardino as on file with the Clerk of the Board of Supervisors.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this action is non-financial in nature.
BACKGROUND INFORMATION
State law requires all public agencies to adopt a Conflict of Interest (COI) code. The COI code of each agency identifies those positions that are required to disclose financial interests annually on the Form 700. The Board of Supervisors is the code reviewing body for government agencies, other than cities, located entirely within the geographical jurisdiction of the County.
California Government Code section 87303 states that no COI code shall be effective until it has been approved by the code reviewing body. Each agency shall submit a proposed COI code to the code reviewing body by the deadline established by the code reviewing body. State law also allows for an agency to amend its COI code at any time.
The amended COI codes for Hesperia Recreation and Park District and San Bernardino County Transportation Authority reflect changes in positions, titles, and place of filing. The amended COI code for Lake Arrowhead Community Service District adds guidelines for Design-Build Projects procured pursuant to Public Contract Code section 22160. All three amended codes are being submitted for approval pursuant to these statutory requirements.
The new COI code for the Housing Authority of the County of San Bernardino is being submitted for approval pursuant to the above statutory requirements.
