Recommendation
Approve Revenue Agreement with the San Bernardino County Superintendent of Schools to support the Quality Start San Bernardino Program, in the annual amount not to exceed $261,000, for the period July 1, 2025, through June 30, 2027.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Agreement with the San Bernardino County Superintendent of Schools (SBCSS) provides funding in the amount up to $6,000 per Tier 4 participating sites, and up to $9,000 per Tier 5 participating sites as outlined in the Revenue Agreement. Preschool Services Department (PSD) anticipates receiving approximately $261,000 annually for 29 participating sites. This program is 100% State funded through the California Department of Education. PSD is not requesting adjustments to its 2025-26 budget at this time but may return to the Board of Supervisors to request such adjustments if necessary. Adequate appropriation and revenue will be included in the 2026-27 recommended budget.
BACKGROUND INFORMATION
PSD operates the Head Start, Early Head Start, and State Preschool programs and serves more than 2,000 children in 30 locations through direct services throughout San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages zero to five years with the overall goal of increasing the school readiness of young children in economically disadvantaged families.
Under the terms of the recommended Revenue Agreement, SBCSS will distribute Quality Start San Bernardino Program (QSSB) incentive funds, in accordance with the QSSB plan, to PSD for the purchase of Quality Improvement program enhancements, such as training and development of teaching staff and purchasing of tools and resources for children and families after completion of a program assessment for participating sites.
On September 9, 2025, PSD received notification of Revenue Agreement No. 25/26-0668 from SBCSS. This item is being presented at this time, as this is the first available date following the required fiscal, administrative, and legal reviews. Approval at this time will not impact PSD’s services and activities.
