RECOMMENDATION(S)

Recommendation

1.                     Approve the Capital Improvement Program Project No. 26-034 for the Department of Behavioral Health Community Care Expansion Project to construct 52 beds at the Comprehensive Treatment Campus in an amount not to exceed $15,803,266, located at 13333 Palmdale Road, Victorville.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Community Care Expansion Project (Project), with a total cost of $15,803,266, will be supported by the California Department of Social Services (CDSS) Community Care Expansion (CCE) - Capital Expansion Grant, providing $10,515,038 in funding over a two-year period. The remaining $5,288,228, which includes the required matching funds and supplemental contributions, will be funded through 2011 Realignment and other departmental funding sources. The Board of Supervisors (Board) previously accepted this CCE grant on August 19, 2025 (Item No. 15). A companion board agenda item is being brought forward for the Board’s consideration to amend a contract with Snyder Langston, LLC for the Project.

 

The first-year allocation consists of $7,623,808 from the CCE grant and $2,540,102 from 2011 Realignment funds, for a combined total of $10,163,910. The remainder project budget will be incorporated into future recommended budgets as necessary. 

 

Department of Behavioral Health (DBH) and Project and Facilities Management Department (PFMD) request the following adjustments to their respective 2025-26 budgets.

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. The Capital Improvement Program (CIP) Project is for the expansion of the Comprehensive Treatment Campus (Campus), formerly known as the Saint John of God Campus, located at 13333 Palmdale Road in the City of Victorville (Property).

 

Through the CCE grant, new recovery residential facilities will offer county residents safe, substance-free housing designed to support sober living and long-term recovery. These residences will help clients transition from residential SUD treatment to outpatient recovery and, ultimately, reintegration into the community. The program’s goal is to provide a stable environment for individuals and families while supporting adults in securing permanent housing and reestablishing independence through educational resources and employment assistance.

 

In March 2023, DBH received notification from the CDSS of an award totaling $10,093,171 through the CCE Grant, effective through June 30, 2027. The funding supports the expansion of the Campus, which will add 52 recovery residence beds, including 40 beds specifically designated for the CCE population.

 

On January 24, 2023 (Item No. 46), the Board approved the Purchase and Sale Agreement and Joint Escrow Instructions for the acquisition of the Property, which is 29.47 acres and includes nine single-story buildings totaling about 17,770 square feet of interior space. On December 29, 2023, the County closed escrow through the Chicago Title Company, officially acquiring the Property.

 

On May 21, 2024, DBH received an augmented award notification from CDSS, increasing the award amount by $421,867, for an updated total of $10,515,038. This grant allows DBH to develop and strengthen its existing SUD network of care with the goal of increasing access to behavioral health services. It supports the localization and expansion of treatment infrastructure for SUD residential and outpatient treatment, and recovery residence services. Maintaining a robust infrastructure remains a priority for the County, especially given its geographical size, the volume and complexity of consumer needs.

 

The CIP Project recommended for approval addresses the CCE funded portion of the expansion of the Campus. Approval of this item will allow PFMD to manage the Project, which will result in a safe and sober living environment for individuals participating in the treatment programs offered at the expanded facility.
