RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve agreement with the San Bernardino County Fire Protection District, retroactively effective July 1, 2024, for the provision of professional services associated with Emergency Management Services to the San Bernardino County Office of Emergency Services, where San Bernardino County will reimburse San Bernardino County Fire Protection District for actual costs incurred by San Bernardino County Fire Protection District, for the period of July 1, 2024, through June 30, 2029.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). The San Bernardino County Fire Protection District (SBCFPD) will be reimbursed by the Office of Emergency Services (OES) for actual costs related to all salary and benefits costs of one Division Chief position. 

 

Sufficient appropriation and revenue for this agreement is included in SBCFPD’s 2024-25 budget and will be included in future recommended budgets. Sufficient appropriation is included in OES’ 2024-25 budget and will be included in future recommended budgets.

 

 

BACKGROUND INFORMATION

OES is responsible for County Emergency Management Services, including the coordination and mobilization of fire, rescue, and emergency services resources, personnel, and equipment during emergency and disaster response efforts. OES has strategically partnered with SBCFPD for professional services and SBCFPD has agreed to provide a Division Chief who will work at OES’ Headquarters to assist OES’s leadership on developing and administering standardized emergency management systems and incident command coordination in relationship to the provision of Emergency Management Services.  In return, OES shall reimburse SBCFPD for its actual costs in providing these services.

 

Approval of the agreement with OES is retroactive to July 1, 2024, due to a delay in contract negotiations and subsequent time required for fiscal and legal reviews.  Either party may terminate the agreement, without cause, by providing the other party 90 days’ written notice.
