Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve revenue agreement with the City of Upland for the San Bernardino County Fire Protection District to provide onsite fire and life safety protection services for city sponsored events, for the period commencing May 24, 2022, through June 30, 2025.

FINANCIAL IMPACT
Approval of this agreement will not result in the use of additional Discretionary General Funding (Net County Cost). The actual cost for San Bernardino County Fire Protection District (SBCFPD) to provide onsite fire and life safety protection services at the City of Upland’s events will vary depending on the number and size of the events scheduled. Services will be billed to the City of Upland at hourly rates as identified in the agreement, and the revenue from this agreement will provide full cost recovery for SBCFPD. Sufficient appropriation and revenue for this agreement are included in SBCFPD’s 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SBCFPD provides services to more than 60 communities/cities under its jurisdiction, including the City of Upland as well as all unincorporated areas of San Bernardino County. The City of Upland (City) hosts several City events throughout the year, including its Annual Lemon Festival. The City recognizes that various fire and life hazards can occur in the operation of their events. As a result, the City wishes to enter into an agreement with SBCFPD to provide additional services for scheduled special City events. SBCFPD will provide onsite services, including having Firefighter Paramedics and Firefighter Emergency Medical Technicians present during the City’s special events.
The term of the recommended agreement is from May 24, 2022, through June 30, 2025, but may be terminated without cause by either party upon 30 days prior written notice. The agreement delineates service requirements and corresponding compensation to SBCFPD for personnel and equipment for special events. The agreement also provides the SBCFPD Fire Chief/Fire Warden the right to exercise SBCFPD's authority under the agreement, including the right to give notice of termination.
