Recommendation

Approve Amendment No. 1 to Agreement No. 22-555 with the California Hospital Quality Institute, for the provision of mandatory health equity reporting, increasing the not-to-exceed amount by $7,500, from no cost to $7,500, with no change to the contract term of July 1, 2022  through June 30, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The total cost of $7,500 is funded by the State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in 2026-27 recommended budget.

 

BACKGROUND INFORMATION

On June 28, 2022 (Item No. 12), the Board of Supervisors approved Agreement No. 22-555 (Agreement) with the California Hospital Quality Institute (HQI), including non-standard terms, for the provision of the Hospital Quality Improvement Platform (HQIP), to allow the department to measure its performance in areas such as patient safety and quality improvement activities compared to other hospitals statewide, for a five-year contract term of July 1, 2022 through June 30, 2027. The cost for these services are included in the membership benefits secured by ARMC’s membership in and dues payment to the California Hospital Association or its affiliate.

 

ARMC now wishes to engage HQI to facilitate the data provision and reporting process, and provide ARMC with access to HQIP, allowing the generation of Hospital Equity Reports and System Equity Reports for 2025-2027. The cost for each year is $2,500 and therefore brings this previously no cost Agreement to $7,500 for the three years of data extraction.

 

Amendment No. 1 (Amendment) to the Agreement with HQI will allow ARMC to be compliant with the mandatory Health Equity Reporting requirement under Assembly Bill (AB) 1204 (2021) by using the existing HQIP to extract the necessary data for submission to Department of Health Care Access and Information. AB 1204 (2021) requires hospitals to submit annual reports for measures on patient access, quality, and outcomes by race, ethnicity, language, disability status, sexual orientation, gender identity, and payer. The reports must also include a plan to prioritize and address disparities for vulnerable populations identified in the data submitted.

 

ARMC recommends approval of the Amendment to provide for the safety, health and social service needs of County residents as it will allow ARMC to be compliant with mandatory Health Equity Reporting of patient data and to prioritize and address disparities for identified vulnerable populations.
