FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Costs for the Software-Defined Wide Area Network (SD-WAN) equipment and related hardware and software maintenance services, in the amount of $432,973, is included in the Sheriff/Coroner/Public Administrator’s (Department) 2024-25 budget (4430001000).

 

BACKGROUND INFORMATION

The Department’s Technical Services Division (TSD) is responsible for all computer-related technology, data, and communications systems within the Department and provides direct end-user support, ongoing maintenance, enhancements, and upgrades to departmental systems through four working groups: System Support/Development, Operations Infrastructure, Service Desk, and Administration. Advancements to law enforcement technology require that TSD continually enhance current systems to help improve investigative capabilities, protect information, provide secure data storage, and have timely access to accurate information.

 

The SD-WAN devices purchased through Golden Star Technology, Inc. (Golden Star) will be implemented by the Department’s TSD at all patrol stations and administrative facilities throughout the county. The devices will provide an updated and cost-effective solution to provide intelligent application-aware routing across the Department’s Local Area Network, bandwidth efficiency, improved network security, and consistent application performance and resiliency across the Department’s cloud-based business applications.

 

PROCUREMENT

On April 4, 2024, Invitation to Bid (ITB) No. SHR124-ADMSR-5353 was approved and released through San Bernardino County’s Electronic Procurement Network (ePro) for the provision of Silver Peak SD-WAN devices for the Department’s TSD. The ITB was posted for 14 days, and 246 registered vendors were contacted via email notifications; two vendors submitted bids:

Members of the Department’s TSD evaluated the bids, reviewing the vendors’ equipment offerings and respective costs, and recommended that Golden Star be selected after having demonstrated the ability to best meet the needs of the County.

 

County Policy 11-04, Procurement of Goods, Supplies, Equipment, and Services, requires the Department to seek Board approval for competitive and non-competitive purchase of services in excess of $200,000 annually.
