Recommendation
Approve Amendment No. 5, effective May 20, 2020, to Contract No. 17-296 with Colton Joint Unified School District to provide Head Start, Early Head Start, and State Preschool programs, increasing the contract amount by $50,000, from $3,025,610 to $3,075,610, with no change in the total contract period of July 1, 2017 through June 30, 2020.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total increase for these services in the amount of $50,000, not to exceed a total of $3,075,610 over the total contract period, is 100% funded through the United States Department of Health and Human Services, Administration for Children and Families (ACF). Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2019-20 budget.
BACKGROUND INFORMATION
Colton Joint Unified School District (Colton) provides full day and part day Head Start program services. As part of a transition from part day hours to increased full day hours, Colton recently added an extended duration class to their services. The recommended amendment will cover the program costs of adding a teacher for the extended duration class (175 days, 6 hours) for the 2019-20 school year. ACF has provided additional grant funding for extended duration services to Head Start programs to increase the hours of center-based programs to at least 1,020 per school year and increase the percentage of Head Start children attending full day services.
Due to the COVID-19 pandemic, Colton has transitioned all their teaching to full time distance learning and their staff are still on full salary. The recommended increase is necessary, as the extended duration classes, with additional staffing expenditures, continue to be provided via a distance learning environment.
The overall goal of Head Start, Early Head Start, and State Preschool programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
Head Start, Early Head Start, and State Preschool programs provide comprehensive child development and family services that include education, health, nutrition, parent involvement, and psychological services for children age 0 to 5 and their families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services. PSD currently contracts with six agencies to serve approximately 1,000 eligible children and their families annually. PSD provides direct services to approximately 4,300 eligible children and their families in areas not served by contracted agencies.
PROCUREMENT
On May 23, 2017 (Item No. 76), the Board of Supervisors (Board) approved Contract No. 17-296 with Colton, to provide Head Start and Early Head Start programs, in the total amount of $1,876,394 for the period of July 1, 2017 through June 30, 2019. The Board has since approved four amendments to this contract, increasing the total contract amount to $3,025,610, and extending the contract for an additional one-year period, for a total contract period of July 1, 2017 through June 30, 2020.
