Recommendation

Approve Side Letter Agreement between San Bernardino County and Teamsters Local 1932 to add additional classifications eligible to the retention bonus in the Nurse Supervisory and Management Unit and include the Sheriff’s Custody Specialist - 12-hour classification in the 2.5% equity adjustment, effective September 23, 2023.

FINANCIAL IMPACT

Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost) of approximately $216,000 in 2023-24, $305,000 in 2024-25, and $315,000 in ongoing years for the Sheriff’s Custody Specialist equity.  The total ongoing cost related to the equity is $290,000 in 2023-24, $410,000 in 2024-25, and $420,000 in ongoing years. There will be a one-time cost of approximately $20,000 for the Nurse Supervisory and Management Unit Retention Bonus.  There is sufficient appropriation in the Sheriff/Coroner/Public Administrator and the Arrowhead Regional Medical Center department’s 2023-24 budgets and will be included in Sheriff/Coroner/Public Administrator’s future recommended budgets.

 

BACKGROUND INFORMATION

On September 12, 2023 (Item No. 25), the Board of Supervisors approved a Memorandum of Understanding (MOU) with Teamsters Local 1932 that included a retention bonus for certain Nurse Supervisory and Management Unit classifications as well as targeted equities for certain classifications.  The proposed Side Letter Agreement (Agreement) is to amend the two articles listed above to include additional classifications. 

 

The Education Services Supervisor and Clinical Director - Care Management classifications will be eligible for the Retention Bonus as they supervise classifications in the Nurse Supervisory and Management Unit that are eligible for the bonus.                                                                           

 

As part of the MOU, the Sheriff’s Custody Specialist classification received an approximate 2.5% equity. This Agreement would grant the Sheriff’s Custody Specialist - 12-hour classification an approximate 2.5% equity to stay in parity with the Sheriff’s Custody Specialist classification who perform similar duties.

 

If approved, the Agreement will be effective September 23, 2023.
