Recommendation
Approve Funding Agreement between the Ontario International Airport Authority and San Bernardino County for the purchase and installation of closed-circuit television cameras and electronic access control devices on all jet bridge doors, and further integration into the access control and alarm monitoring system, in the amount of $250,000, effective upon approval and execution by both parties and terminating December 31, 2025.

FINANCIAL IMPACT
Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). On June 13, 2023 (Item No. 99) the Board of Supervisors (Board) approved a one-time allocation of $250,000 for projects at the Ontario International Airport (Airport) in Economic Development’s 2023-24 budget. The total allocation of $250,000 will be paid to the Ontario International Airport Authority (Authority) to fund the purchase and installation of closed-circuit television cameras in all jet bridges. Additionally, the funds will be used to purchase and install electronic access control devices on all jet bridge doors that lead to the aircraft ramp and for further integration into the Airport’s access control and alarm monitoring system (ACAMS).
BACKGROUND INFORMATION
The Authority was formed under a Joint Exercise of Powers Agreement (JPA) by the City of Ontario (City) and the County on August 28, 2012 (Item No. 12), to provide overall direction for the maintenance, management, operations, development, and marketing of the Airport for the benefit of the citizens of the County and the economic development of the Inland Empire Region. The JPA authorizes the City and the County to make contributions, payments or advances of public funds to the Authority for the purposes identified.
Since 2017, the County has annually entered into a Board approved funding agreement with OIAA to aid with marketing, security, and safety projects.
Under this recommended Funding Agreement, the funds will be used by the Authority for the purchase and installation of closed-circuit television cameras on all jet bridges. The installation of the closed-circuit television cameras will aid the Airport in mitigating security breaches and in monitoring passenger flow all the way to the aircraft. Additionally, the funds will be used to purchase and install electronic access control devices on all jet bridge doors that lead to the aircraft ramp and for further integration into the Airport’s ACAMS system. Jet bridge ramp doors are currently controlled by individual mechanical cypher locks. Bringing these access points onto the Airport’s electronic access control system will provide immediate electronic notification to the police department as well as the airport command center allowing them to immediately respond to security breaches. The recommended Funding Agreement will expire on December 31, 2025.
The recommended Funding Agreement will be presented to the Authority Board of Commissioners (Commissioners) for consideration on April 25, 2024. Should the Commissioners not approve this agreement, no final agreement shall be completed and no payment of the $250,000 shall be made to the Authority. The recommended Funding Agreement will be effective upon approval and execution by both parties and continue through December 31, 2025.
