Recommendation
Approve Amendment No. 5 to Master Agreement No. 20-1071 with CareFusion Solutions, LLC, for a software enhancement for automated dispensing cabinets, increasing the total amount by $132,420 from $3,270,074 to $3,402,494, plus applicable taxes with no change to the contract period of October 27, 2020 through the last day of the support term for a product.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $132,420 plus applicable taxes is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
This Amendment with CareFusion Solutions, LLC (CareFusion) will provide ARMC with the conversion software to enhance the automated medication dispensing cabinets used at ARMC and its clinics from non-profiled to profiled units, improving patient safety. Profiled units provide a safety enhancement feature that delivers pharmacy verified, patient-specific medication lists. This feature offers qualified staff the greatest level of confidence in the accuracy, appropriateness and safety of their patients’ medications prior to administration, only providing a list of medications verified by the pharmacy for the patient.
On October 27, 2020 (Item No. 18), as the result of solicitation No. ARMC120-ARMC-3606, the Board of Supervisors (Board) approved a Master Agreement (MA) with CareFusion for the purchase of automated pharmaceutical dispensing equipment, disposables, software licenses, accessories, and other products, and related services, in the amount of $3,190,681.55, for the five-year period beginning on the first day of the month following the date of the County’s acceptance of the system.
On February 9, 2021 (Item No. 23), the Board ratified Amendment No. 1 to the MA with CareFusion that was initially signed by the County Chief Executive Officer on January 12, 2021, to increase the total contract amount by $4,548, from $3,190,681.55 to $3,195,229.55, for the emergency short-term lease for additional automated dispensing cabinets to use for treatment of novel coronavirus patients.
On July 13, 2021 (Item No. 10), the Board approved Amendment No. 2 with CareFusion for SecureLink software for remote server access, increasing the contract amount by $6,000, from $3,195,229.55 to $3,201,229.55, with no change to the original contract term that is the five-year period beginning on the first day of the month following the date of the County’s acceptance of the system.
On March 15, 2022 (Item No. 8), the Board approved Amendment No. 3 to MA with CareFusion for automated dispensing cabinets, increasing the total amount by $22,560, from $3,201,229.55 to $3,223,789.55, plus applicable tax, with no change to the original five-year period beginning on the first day of the month following the date of the County’s acceptance of the system.
On October 24, 2023 (Item No. 11), the Board approved Amendment No. 4 to MA, including non-standard terms, with CareFusion, for the rental and support of additional medication and freezer locks, increasing the total amount by $46,284, from $3,223,789.55 to $3,270,074 plus applicable tax, with no change to the original five-year period beginning on the first day of the month following the date of the County’s acceptance of the system.
ARMC recommends approval of this amendment for the purchase of upgraded software for the automated dispensing cabinets to provide safety enhancement features that delivers pharmacy verified, patient-specific medications for nursing and pharmacy staff to dispense these medications in an efficient and timely manner.
