Recommendation
Approve Amendment No. 4 to fee-for-service contracts with the following agencies, to provide Vocational Education and Training Services, increasing the amount by $5,000,000 from $11,500,000 to a total not-to-exceed aggregate amount of $16,500,000, and extending the contracts an additional year, for the total contract period of July 1, 2020, through June 30, 2025:

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $5,000,000 to the aggregate amount for these fee-for-service contracts is federally funded through the California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation - Welfare-to-Work (WTW). Adequate appropriation and revenue are included in the Human Services Administrative Claim 2024-25 recommended budget.
BACKGROUND INFORMATION
The agencies listed in the Recommendation provide mandated education services to enable CalWORKs WTW customers to transition from welfare to self-sufficiency. These education services include flexible vocational education and training that will result in economic self-sufficiency and lasting employment. Upon approval of the recommended amendments, the Transitional Assistance Department (TAD) anticipates the agencies will provide Vocational Education and Training Services (Services) to approximately 1150 CalWORKs customers in 2024-25 due to a 32.7% increase in customers.
The contractors are paid on a fee-for-service basis for actual services provided to each individual customer. The cost of services varies from $394 to $7,500 depending on the type and length of services provided.
TAD will continue to monitor individual referrals to ensure that the total payments to all contractors combined do not exceed $5,000,000 in aggregate, for the period of July 1, 2024, through June 30, 2025. The contracts are written in this manner to establish a Board of Supervisors (Board) approved list of qualified vendors and allows TAD caseworkers the flexibility of selecting the agency that best meets the customer’s needs. A minimum amount is not required to be spent on any individual contract and the County does not guarantee any referrals.
On May 19, 2020 (Item No. 99), as a result of a formal procurement, the Board approved contracts with the agencies listed in the Recommendation to provide Services, in an aggregate amount not to exceed $2,500,000, for the period of July 1, 2020, through June 30, 2021, with the option to extend for four additional one-year periods.
On May 18, 2021 (Item No. 84), the Board approved Amendment No. 1 to the contracts listed in the Recommendation, to continue providing Services, increasing the amount by $2,500,000, from $2,500,000 to a total not-to-exceed aggregate amount of $5,000,000, and exercising the first option to extend the contract period an additional year, for the total contract period of July 1, 2020, through June 30, 2022.
On May 24, 2022 (Item No. 100), the Board approved Amendment No. 2 to the contracts listed in the Recommendation, to continue providing Services, increasing the amount by $2,500,000, from $5,000,000 to a total not-to-exceed aggregate amount of $7,500,000, and exercising the second option to extend the contract period an additional year, for the total contract period of July 1, 2020, through June 30, 2023.
On June 13, 2023 (Item No. 79), the Board approved Amendment No. 3 to the contracts listed in the Recommendation, to continue providing services, increasing the amount by $4,000,000 ($500,000 for 2022-23 and $3,500,000 for 2023-24), from $7,500,000 to a total not-to-exceed aggregate amount of $11,500,000. The increase in funds was due to an increased caseload from the prior year and as the Public Health Emergency due to the COVID-19 pandemic ended in 2023, the WTW activity participation needed for customer self-sufficiency became mandatory on January 1, 2024. This item exercised the third option to extend the contract period for an additional year, for the total contract period of July 1, 2020 through June 30, 2024.
Contractor performance will continue to be monitored by reviewing monthly reports describing the services provided, the progress of each CalWORKs customer, and review for compliance with the administrative, fiscal, and program terms and conditions of the contract contingent upon funding and contractor performance. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The contracts may be terminated without cause by the County with 30 days written notice.
