RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to contracts with the following agencies to provide CalFresh Healthy Living services, increasing the amounts by a total of $1,045,301 from $2,954,201 to $3,999,502, and extending the contract term one additional year, for the total contract period of October 1, 2020 through September 30, 2024:

1.                     San Bernardino County Superintendent of Schools, Contract No. 20-889, increasing the contract by $851,598 from $2,408,298 to $3,259,896.

2.                     St. Mary Medical Center, Contract No. 20-890, increasing the contract by $193,703, from $545,903 to $739,606.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The contract increases totaling $1,045,301 are funded by the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance Program Education (SNAP-Ed) through the California Department of Public Health (State). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in the 2024-25 recommended budget.

 

BACKGROUND INFORMATION

DPH receives State SNAP-Ed funding to support nutrition education and obesity prevention programs. The State requires DPH to use this funding to collaborate and subcontract with other entities with the goal of helping low-income Californians establish healthy eating habits and encouraging a physically active lifestyle to prevent the onset of nutrition related chronic disease.

 

DPH contracts with San Bernardino County Superintendent of Schools (SBCSS) which provides Early Care and Education, and School Education, under the Learn service category of Cal Fresh Healthy Living services. This partnership allows teachers to be trained to conduct nutrition, healthy beverage (i.e. water promotion), and physical activity education. This also includes working with community members and partners to improve food security and engaging schools in policy, systems, and environmental changes (such as implementing community gardens or improving access to healthy foods at community sites) supportive of healthy living.

 

DPH also contracts with St. Mary Medical Center (St. Mary’s) which provides services in the Live (Healthcare and Clinic) service category. St. Mary’s works closely with DPH to execute CalFresh Healthy Living initiatives to empower and enable SNAP-Ed residents to choose healthy food and beverages in partnership with medical providers and institutions, with a focus on improving food security.

 

Approval of the recommended amendments with SBCSS and St. Mary’s will allow DPH to continue efforts in educating county residents and students on proper nutrition; encourage a healthy lifestyle by promoting and increasing physical activity; and implement policy, systems, and environmental change to heighten awareness regarding overall health. The State proposed a one-year plan for the continuation of services, which was extended to local health departments. As a result, DPH is recommending approval of the one-year extension to continue with seamless CalFresh Healthy Living/SNAP education, outreach, and policy implementation through the end of the 2023-24 federal fiscal year (FFY). It is anticipated that a new procurement will be conducted to provide services for FFYs 2024-25 to 2026-27.

 

Contractor performance will be measured by reviewing the required monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contracts. Both SBCSS and St. Mary’s will cooperate with the County in the implementation, monitoring, and evaluation of these contracts and comply with any and all reporting requirements established by the contracts. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The contracts may be terminated without cause by the County with 30 days written notice.

 

On September 15, 2020 (Item No. 46), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 20-889 with SBCSS in the amount of $1,556,700, and Contract No. 20-890 with St. Mary’s in the amount of $352,200, for the period of October 1, 2020 through September 30, 2022, with the option to extend the contracts for one additional year.

 

On August 23, 2022 (Item No. 37) the Board approved Amendment No. 1, effective October 1, 2022, to Contract No. 20-889 increasing the amount by $851,598 and Contract No. 20-890, increasing the amount by $193,703, for a total of $1,045,301 and extending the contracts one additional year.
