Recommendation

Approve Amendment No. 1 to Contract No. 24-950 with KTU&A, for professional engineering design services associated with the Kessler Park Master Plan Phase 1 Project, increasing the total approved contract amount by $225,908, from $851,692 to $1,077,600, for additional design services for the added Dream Field II scope of work, with no change to the contract term of September 24, 2024 through September 24, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Funding for the Kessler Park Master Plan Phase I Project (Project) was approved by the Board of Supervisors (Board) on September 24, 2024 (Item No. 84) from Discretionary General Funding in the amount of $5,780,700 and funded by General Fund Contingencies.  Amendment No. 1 to KTU&A Contract No. 24-950 (Contract) for the Project will be funded by available funds allocated by the Board for the Project. Sufficient appropriation and revenue are included in the 2025-26 budget to the Bloomington Recreation and Park District’s (District) Capital Improvement Program (CIP) Project Number 30.30.0185.  

 

BACKGROUND INFORMATION

The District maintains two community parks (Ayala Park and Kessler Park), an equestrian arena, sports fields, and a community center that offers various recreational activities for the community of Bloomington.  The Department of Public Works - Special Districts (Department), through its Operations Division, directly manages, operates and maintains the District.

 

On September 24, 2024 (Item No. 84), the Board approved Contract No. 24-950 with KTU&A, to provide professional engineering design services for the Project.  The Project includes proposed improvements to Kessler Park such as additional parking, light improvements, new basketball and futsal courts, shade structures, playground with shade coverings, synthetic turf, renovate and expand restroom building in accordance with Americans with Disabilities Act guidelines for accessibility, decomposed granite perimeter equestrian trail, perimeter fencing, sidewalk improvements, miscellaneous park improvements and a new maintenance and portable office/storage buildings. As part of the initial phase of the proposed development, the Project includes preparation of plans and specifications for the overall Master Plan for the park. Subsequently, the District will move forward with construction in stages as funds become available.

 

The proposed amendment to Contract No. 24-950 with KTU&A, increases the contract amount by $225,908, from $851,692 to $1,077,600, with no change to the contract term.  The proposed amendment adds professional engineering design services for the Kessler Park Master Plan Phase 1 project to design and construct additional elements for Baseball Field No. 1. These improvements shall match those recently constructed for Baseball Field No. 2 as part of the Kessler Park Dream Field Project. The improvements to Baseball Field No. 1 were not originally included in the Kessler Park Master Plan Phase 1 design
