Recommendation
Approve Amendment No. 2 to Contract No. 22-701 with Swisslog Healthcare Solutions, for the upgrades to the pneumatic tube system at Arrowhead Regional Medical Center, updating the scope of work, and increasing the total contract amount by $22,526.07, from $395,639.81 to $418,165.88, with no change to the existing contract term of May 24, 2022 through July 18, 2026 (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The amendment to the contract, in the amount of $22,526.07, will be funded from the Arrowhead Regional Medical Center (ARMC) Pneumatic Tube System Project (Project) (WBSE 10.10.0742) budget totaling $874,810. The Project is funded by ARMC Enterprise Funds previously approved by the Board of Supervisors as part of the 2025-26 Capital Improvement Program (CIP) Budget adopted on June 10, 2025 (Item No. 136).
BACKGROUND INFORMATION
Approval of Amendment No. 2 to Construction Contract No. 22-701 (Contract) with Swisslog Healthcare Solutions (Swisslog Healthcare), totaling $22,526.07, addresses compensation for necessary additional work not included in the original bid documents for the ARMC Project. Amendment No. 2 encompasses the replacement of a new computer tower, which was inadvertently reprogrammed as part of Information Technology measures, and the additional mobilization of the contractor for work that could not be completed due to emergency surgeries being performed in the work area. This necessitated the shipment of a new computer and a return trip for the installation technician in order to complete the work.

On May 24, 2022, (Item No. 69), as the result of a non-competitive procurement, the Board authorized the Project and Facilities Management Department (PFMD) to award the Project to Swisslog Healthcare. The existing Pneumatic Tube System was manufactured by Swisslog Healthcare and is propriety to them.
On April 29, 2025, (Item No. 48), the Board approved Amendment No. 1 to Contract No 22-701, for unforeseen additional cost related to broken components that needed to be replaced and were not accounted for in the original contract.
Public Contract Code section 20136 requires all construction contract change orders and amendments to have four vote approval by the Board. This project is consistent with the County Administrative Office (CAO) approved CIP Request No. 22-701.
