Approve Amendment No. 3 to Agreement No. 25-16 (Grant Award No. 6 H76HA00154-34-04), from the United States Department of Health and Human Services, Health Resources and Services Administration, for the Ryan White Part C Outpatient Early Intervention Service Program, increasing the funding amount by $61,383, from $306,860 to $368,243, for the period of January 1, 2025 through December 31, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 3 to Agreement No. 25-16 in the amount of $61,383 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White Part C Outpatient Early Intervention Services Program (Ryan White Part C) does not require a local match. Adequate appropriation and revenue are included in the Department of Public Health’s (DPH) 2025-26 budget.
BACKGROUND INFORMATION
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive health care and support services for people living with HIV/AIDS. HRSA provides Ryan White Part C funding to local health jurisdictions to provide comprehensive primary health care, medical case management, outreach and education, counseling, and other support services to people living with HIV/AIDS. Services are provided in an outpatient setting and are targeted to economically disadvantaged, uninsured, and underserved individuals throughout the county. DPH serves approximately 130 people per year under this program.
On June 11, 2024 (Item No. 67) the Board of Supervisors (Board) approved the submission of a grant application to HRSA for the Ryan White Part C funding in the amount of $736,486, for a two-year period of January 1, 2025 through December 31, 2027.
On January 14, 2025 (Item No. 46), the Board approved Agreement No. 25-16 (Award No. 2 H76HA00154-34-00) for a partial Ryan White Part C award in the amount of $122,744, for the period of January 1, 2025, through December 31, 2025.
On April 3, 2025, DPH received Award No. 6 H76HA00154-34-01), a non-financial, administrative notification updating the contact information for DPH.
On August 5, 2025 (Item No. 61), the Board approved Amendment No. 1 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-02), increasing the funding amount by $92,058, from $122,744 to $214,802, for the period of January 1, 2025 through December 31, 2025, with no change to the grant period of January 1, 2025 through December 31, 2027.
On September 9, 2025 (Item No. 51), the Board approved Amendment No. 2 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-03), increasing the funding amount by $92,058, from $214,802 to $306,860, for the period of January 1, 2025 through December 31, 2025.
On August 28, 2025, DPH received Amendment No. 3 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-04) from HRSA, increasing the funding amount by $61,383, from $306,860 to $368,243, for the period of January 1, 2025 through December 31, 2025. DPH will return to the Board to accept future awards, if and when received.
