Recommendation
Approve Amendment No. 2, effective August 23, 2021, to Contract No. 17-706 with Dr. (Kiti) Mary Catherin Freier Randall, to provide Screening, Assessment, Referral and Treatment Program Activities for Children’s Network, increasing the contract amount by $20,000, from $80,000 for a total contract amount of $100,000, and exercising the second option to extend the contract for an additional year, for a total contract period of August 23, 2017 through August 22, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The cost of the contract amendment for these activities will not exceed $20,000 and will be funded by revenue from Children and Families Commission of San Bernardino County. Adequate appropriation and revenue have been included in the Children’s Network Department’s (CNET) 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
The recommended amendment will allow Dr. (Kiti) Mary Catherin Freier Randall to continue to coordinate and oversee Screening, Assessment, Referral, and Treatment (SART) training for SART providers and partners, and also provide consultation services essential to the success of the SART Program. The SART Program helps meet the special needs of at-risk infants and children through community partnerships, training, and events. During 2019-20, over 3,293 children were screened, assessed, and referred to a variety of SART treatments and services.
In 2003, CNET organized a team of community professionals to develop a strategic plan for promoting early identification and treatment of at-risk infants and children to age 6. The team was comprised of professionals from the Children and Families Commission of San Bernardino County, Children and Family Services, Department of Public Health, Department of Behavioral Health, Children’s Fund, California State University San Bernardino, Loma Linda University Medical Center, and Dr. Freier Randall (a pediatric neurodevelopmental psychologist). Together their work resulted in the development of the SART Program in 2004.
PROCUREMENT
On August 22, 2017 (Item No. 21), the Board of Supervisors (Board) approved Contract No. 17-706 with Dr. (Kiti) Mary Catherin Freier Randall, in the amount of $60,000, for the period of August 23, 2017 through August 22, 2020, with the option to extend for two one-year periods by mutual agreement of the parties.
On August 11, 2020 (Item No. 18), the Board approved Amendment No. 1 to Contract No. 17-706 with Dr. (Kiti) Mary Catherin Freier Randall, increasing the contract amount by $20,000, from $60,000 to $80,000, and exercising the first option to extend the contract through August 22, 2021. Approval of the recommended extension will allow Dr. Freier Randall to continue to coordinate and oversee SART training and consultation services through August 22, 2022.
