RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of the following allocation acceptance applications to the California Department of Housing and Community Development to provide housing support to eligible young adults, effective upon execution through June 30, 2022:

a.                     Housing Navigators Program, in the amount of $363,690.

b.                     Transitional Housing Program, in the amount of $297,600.

2.                     Adopt Resolutions for the following programs authorizing the Chairman of the Board, the Chief Executive Officer, the Assistant Executive Officer of Human Services or designee, or the Director of Children and Family Services to execute and submit the allocation acceptance applications and all documents required to be awarded the allocations from the California Department of Housing and Community Development on behalf of the County, as required by the California Department of Housing and Community Development:

a.                     Housing Navigators Program

b.                     Transitional Housing Program

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The allocation acceptance applications for the Housing Navigators Program (HNP) in the amount of $363,690 and the Transitional Housing Program (THP) in the amount of $297,600 to the California Department of Housing and Community Development (State) do not require a match.  

 

BACKGROUND INFORMATION

The California Department of Housing and Community Development is providing allocations to counties in order to assist young adults in securing and maintaining housing.  The allocation amounts are based on each county’s percentage of statewide number of young adults aged 18 to 21 for HNP and aged 18 to 25 for THP.  Children and Family Services (CFS) will utilize these allocations to provide housing services to eligible young adults, with priority given to young adults in the foster care and/or probation system.  HNP and THP services will be provided by existing CFS staff currently performing these type services or by contract providers to be selected through a competitive procurement process.

 

HNP funds housing navigators for county child welfare agencies.  The role of the housing navigator is to act as a housing specialist to assist young adults in overcoming barriers to locating available housing.  Activities may include, but are not limited to:

                     Assist young adults aged 18 to 21 secure and maintain housing, with priority given to young adults in the foster care system;

                     Provide housing case management, which includes essential services in emergency supports to foster youth;

                     Prevent young adults from becoming homeless; and

                     Improve coordination of services and linkages to key resources across the community including those within the child welfare system and the local Continuum of Care.

 

THP funds provide assistance to young adults aged 18 to 25 to secure and maintain housing.  The use of funds may include, but is not limited to:

                     Identify and assist housing services for this population within the community;

                     Assist population to secure and maintain housing, with priority given to young adults in the foster care and/or probation system;

                     Improve coordination of services and linkages to community services within the child welfare system and the Homeless Continuum of Care; and

                     Provide engagement in outreach and targeting to serve those with the most severe needs.

 

Approval of this item will allow CFS to submit the required allocation acceptance applications to the State to receive this HNP and THP program funding.  In addition, this item will adopt Resolutions authorizing the Chairman of the Board, the Chief Executive Officer, the Assistant Executive Officer of Human Services or designee, or the CFS Director to execute and submit the allocation acceptance applications and allocation awards, as required by the State, on behalf of the County.
