RECOMMENDATION(S)

Recommendation

1.                     Approve a budget increase to the Capital Improvement Program Project No. 21-179 (WBSE 10.10.1166), in the amount of $1,248,156, from $158,693 to $1,406,849, for the Cucamonga-Guasti Regional Park Office Structure Repair Project, located at 800 N. Archibald Avenue in Ontario.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost). The increase in the Cucamonga-Guasti Regional Park Office Structure Repair Project (Project) budget of $1,248,156 is being requested from Net County Cost. The revised total project budget of $1,406,849 is funded from a combination of the Minor Capital Improvement Project (MCIP) in the amount of $158,693 and Net County Cost in the amount of $1,248,156. The Regional Parks Department (Department) will reimburse the General Fund as insurance proceeds are received. Requested budget adjustments are listed in the table below:

BACKGROUND INFORMATION

On September 4, 2020, a fire occurred in the maintenance building of the Cucamonga-Guasti Regional Park located at 800 N. Archibald Avenue in Ontario. The fire damaged the roof wood structure and building diaphragm, roof tiles, interior, electrical lighting, power systems, communication and data systems, heating ventilating air conditioning, and plumbing of the building. Due to the extensive damage and smoke contamination, a complete building restoration is required in order to utilize the space again.

 

In December 2021, a project was established with MCIP funds to assess the damage, clean up the debris, establish restoration drawings, and coordinate the loss of property with the Risk Management Department (Risk Management) and the insurance provider.

 

The Project and Facilities Management Department (PFMD) provided a funding ready package with the cost of $1,406,849, based on an engineer’s estimate from an on-call design consultant in May of 2022.  Through negotiations with the County’s insurance provider, monies will not be collected until the insurance company receives invoices for remediation services provided by contractors. Therefore, the Department is temporarily requesting County General Funds to fund the entire project so that repairs can begin. The project is anticipated to be completed by Summer 2024. Once the project is complete, a summary of all internal and contractor costs will be provided to Risk Management for reimbursement from the insurance company.

 

This action meets the County’s and Chief Executive Officer’s goals and objectives to provide for the safety, health and social service needs of County residents by providing for the repair of this building wherein County residents and park staff can conduct business.

 

PROCUREMENT

No procurement activities are required at this time. Any future procurement activities related to this Project will be done in accordance with Public Contract Code, County Policy, and Purchasing Department requirements.
