Recommendation

Approve Graduate Medical Education Affiliation Agreement with the County of Riverside on behalf of Riverside University Health System for Resident and Fellow Physician Rotations, in an amount not-to-exceed $512,419, for the five-year contract period of July 1, 2024 through June 30, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $512,419 is funded by State Medicare, Federal Medicare, private insurances, and other departmental revenue. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets. 

 

ARMC will not receive reimbursement from the County of Riverside on behalf of Riverside University Healthcare System (RUHS) under this recommended Graduate Medical Education Affiliation Agreement (Affiliation Agreement).  ARMC will be sending up to two Full Time Employee (FTE) Radiology Residents to RUHS for clinical training, and RUHS will be sending up to two FTE Radiology Residents to ARMC for clinical training. These FTEs will be reciprocal with neither ARMC nor RUHS billing the other.

 

BACKGROUND INFORMATION

Approval of this Affiliation Agreement will allow ARMC and RUHS to send their respective resident/fellow physicians to the other’s respective site to obtain clinical experience through specialized rotations. 

 

RUHS and ARMC operates several accredited residency and fellowship programs.  Each program has specific requirements as to the numbers and types of patients a resident/fellow must provide care for.  To meet these requirements, with respect to volume and type, it is customary to provide educational opportunities at other facilities to supplement those available at their home institution.  These medical facilities offer the opportunity for resident/fellow physicians to gain experience caring for patients and performing procedures in specialties that their home institutions may not offer, or have too few patients to provide appropriate experience.

 

ARMC recommends approval of this Affiliation Agreement with RUHS that will provide for the health and social services needs of county residents by allowing RUHS/ARMC resident/fellow physicians to obtain specific clinical experience at their respective facilities, which will result in improved patient care. Upon completion of training, resident/fellow physicians use this clinical knowledge to provide quality specialized patient care in the Inland Empire.
