Approve Agreement with the California Department of Parks and Recreation, Division of Boating and Waterways, for the Boating Safety and Enforcement Financial Aid Program for patrol operations at the Colorado River, in the amount of $291,996.99, for the period of July 1, 2026 through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Agreement with the California Department of Parks and Recreation, Division of Boating and Waterways (DBW), through its Boating Safety and Enforcement Financial Aid Program, in the amount of $291,996.99, will help offset the Sheriff/Coroner/Public Administrator’s (Department) 2026-27 estimated cost of $1,108,227.80 to provide boating safety and enforcement activities at the Colorado River. The remaining estimated cost of $816,230.81 will be funded within the Department’s 2026-27 recommended budget allocation.
Funding from the California Department of Parks and Recreation is contingent upon approval of the state’s 2026-27 budget. If funding for the program is reduced, it is expected that the Department’s funding allocation will also be reduced. Matching funds are not required.
BACKGROUND INFORMATION
The Department operates and maintains the necessary equipment and personnel at the Colorado River to provide enforcement of boating regulations, assistance to boaters in distress, and for search and rescue operations. The Department coordinates with the Mohave County (Arizona) Sheriff’s Department to provide regular boat patrols, as well as periodic task forces to enforce boating under the influence statutes.
On December 16, 2025 (Item No. 110), the Board of Supervisors approved the submission of an application to DBW in the amount of $1,108,227.80 for funding to fully recover the cost of patrol operations on the Colorado River for 2026-27. The County’s application was subsequently accepted and funds in the amount of $291,996.99 were awarded. The remaining estimated cost of $816,230.81 will be funded within the Department’s 2026-27 recommended budget allocation.
The state requires the County to sign the Agreement prior to execution by the state. Under the terms of the proposed Agreement, the County may terminate without cause in writing at any time, and DBW may terminate the Agreement without cause with 60 days’ advance written notice to the County.
