RECOMMENDATION(S)

Recommendation

Approve an allocation increase, in the amount of $356,000, from $670,000 to an aggregate amount not to exceed $1,026,000, for the continued provision of risk control services, to manage and mitigate risks, and ensure compliance with State and Federal regulations in support of the County’s self-insured Risk Control program, with no change to the contract terms of April 17, 2022 through April 16, 2027, for the following contracts:

2.                     Group Delta Consultants, Inc., Contract No. 22-160

3.                     Pacific EH&S Services, Inc., Contract No. 22-161

5.                     Safety Center Incorporated, Contract No. 22-163

6.                     TRC Solutions, Inc. (TRC), Contract No. 22-164

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The recommended increase of $356,000 for risk control services will be paid from various Department of Risk Management (DRM) self-insurance funds. Adequate appropriation is included in the DRM 2024-25 and 2025-26 budget and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

On January 1, 2000, legislation authorized the assessment of monetary penalties against public entities for California Occupational Safety and Health Administration (CAL/OSHA) violations and citations. CAL/OSHA, as part of the Department of Industrial Relations, enforces standards and policies aimed at safeguarding the health and safety of California workers. These standards are designed to address various industry and workplace hazards, with a focus on ensuring that employers provide a safe and healthy work environment for their employees. 

 

Due to this mandate, there is an ongoing need for inspection and monitoring of over 3,000 County facilities located over 20,000 square miles. By utilizing specialty services to supplement in-house resources, DRM can expedite the inspection of County facilities, equipment, and operations to ensure compliance with State and Federal regulations. Such services reduce the County’s cost of claims, accidents and injuries, and monetary penalties.

 

Amongst other services, risk control vendors included in the Recommendation have provided training classes on asbestos, crane/heavy equipment, fall protection, flagging, forklift, hazmat, ladder, lifting, respirator, scaffold and shoring. They have conducted inspections for asbestos, radiation dosimetry, electrical, bark beetle emergency and crane and fall protection. They have also performed ergonomic assessments, mold studies, industrial hygiene services, and lead studies. This item would allow these important services to continue through April 16, 2027.

 

On March 1, 2022 (Item No. 54), as the result of a competitive procurement (RFP No. RMG121-RMADM-4248), the Board of Supervisors approved fee-for-service contracts with the six companies listed in the Recommendation for the provision of inspection, review and analysis of County facilities, operations, and equipment to ensure compliance with State and Federal regulations, environmental and occupational health regulations, and compliance with the Standard Practice Insurance and Indemnity Policy, for an aggregate amount not to exceed $670,000, for the period of April 17, 2022 through April 16, 2027.
