Recommendation
Approve non-financial Memorandum of Understanding with Gerismiles Mobile Dental Hygiene, Inc. to provide dental and preventative care services to children enrolled in Head Start programs, for the period of July 1, 2022 through June 30, 2025.

FINANCIAL IMPACT
The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost). GeriSmiles Mobile Dental Hygiene Practice, Inc. (GeriSmiles) will seek reimbursement for services through the dental insurance of children treated. Preschool Services Department (PSD) will facilitate referrals to Federally Qualified Health Centers or Department of Public Health facilities providing dental services for children without dental insurance.
BACKGROUND INFORMATION
GeriSmiles is a mobile dental service provider for preventative dental treatment and education with the goal of improved oral health. The recommended MOU will allow GeriSmiles to provide mobile dental and preventative care services to children enrolled in PSD Head Start programs. Services will be provided to students’ onsite at designated PSD locations to include oral assessment, dental scaling and polishing, fluoride treatment, sealants, and oral health education.
Since January 2018, Gerismiles and PSD have successfully collaborated in providing dental and preventative care services to children enrolled in PSD Head Start programs. The recommended MOU with Gerismiles will allow PSD to continue to improve the oral health of San Bernardino County children enrolled in PSD Head Start programs.
PSD operates the Early Head Start, Head Start, and State Preschool programs and serves more than 3,400 children in 31 locations through direct services in San Bernardino County. These programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing family engagement and the school readiness of young children in economically disadvantaged families.
Gerismiles’ performance will be monitored by review of monthly reports on program performance to ensure compliance with the administrative and program requirements of the MOU. Gerismiles will cooperate with the County in the monitoring and evaluation of this MOU and comply with any and all reporting requirements established by this MOU. The MOU may be terminated without cause by the County with 30 days written notice.
