Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve a Side Letter Agreement between San Bernardino County Fire Protection District and San Bernardino County Professional Firefighters, IAFF, Local 935 to authorize Emergency Medical Technician Pay Stipend for the classification of Firefighter Paramedic Trainee.

FINANCIAL IMPACT
Approval of the proposed Side Letter Agreement (Agreement) will not result in additional budgeted costs or the use of Discretionary General Funding (Net County Cost). The classification of Firefighter Paramedic Trainee is an underfilled position to the Firefighter Paramedic. The Emergency Medical Technician (EMT) Pay Stipend amount is currently $150 per month but will be increased to $160 per month effective October 22, 2022.
BACKGROUND INFORMATION
The classification of Firefighter Paramedic Trainee was created and approved by the Board of Directors on January 25, 2022 (Item 64). On March 15, 2022, San Bernardino County Fire Protection District and San Bernardino County Professional Firefighter, IAFF, Local 935 reached an agreement for an extension of the Memorandum of Understanding (MOU) for employees in the Firefighter Unit and Fire Suppression Unit. The MOU included a new pay differential, the EMT Pay Stipend. During bargaining of the MOU, the new classification of Firefighter Trainee was excluded from eligibility to the EMT Pay Stipend. The EMT Pay Stipend is provided for classifications (except Captains) who are certified and have a valid EMT Certification. The Firefighter Paramedic Trainee requires an EMT certification. This Agreement allows for the classification to receive the EMT Pay Stipend.
