RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1, dated May 23, 2024, and Addendum No. 2, dated July 3, 2024, to the bid documents for the Lake Gregory San Moritz Prefabricated Restroom Project.

2.                     Award a construction contract to Cora Constructors Inc., in the amount of $410,000, for the Lake Gregory San Moritz Prefabricated Restroom Project.

3.                     Authorize the Auditor-Controller/Treasure/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

4.                     Authorize the Director of the Project and Facilities Department to order any necessary changes or additions to the work being performed under the construction contract, for a total amount not to exceed $33,000, pursuant to California Public Contract Code Section 20142.

5.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). On October 22, 2022, (Item No.82), the Board of Supervisors approved the Lake Gregory San Moritz Prefabricated Restroom Project (Project) (WBSE 10.10.1398), in the amount of $1,551,600, funded from the American Rescue Plan Act (ARPA).  The Project budget includes a project continency of $400,000 that will not be likely obligated by December 31, 2024, as required by ARPA.  As such, the Project and Facilities Management Department is requesting the use of Discretionary General Funding of $400,000 to continue to fully fund the initial project budget, reducing the ARPA funding to $1,151,600.  Any unspent portion of the $400,000 project contingencies will be returned savings to the General Fund.

BACKGROUND INFORMATION

The Project and Facilities Management Department (PFMD) recommends awarding the construction contract to Cora Constructors Inc. for the Project located at 24746 San Moritz Way in Crestline. The Project involves the installation of a modern prefabricated restroom. This will require the construction of secure footings and the installation of new plumbing and electrical systems to fully service the restroom facility.

 

On May 7, 2024 (Item No. 35), the Board of Supervisors (Board) determined the Project to be categorically exempt from further review under Section 15303, Class 3, Subsection (c) of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations), which covers new construction, conversion, or small commercial structures in urbanized areas not exceeding 10,000 square feet.

 

This Project is consistent with the County Administrative Office approved Capital Improvement Program Project No. 23-091.

 

PROCUREMENT

On May 7, 2024 (Item No. 35), the Board authorized PFMD to advertise for competitive bids. On May 28, 2024, PFMD advertised for bids in the San Bernardino County Sun, in six Plan Rooms, and on the County’s Electronic Procurement Network (ePro). On May 30, 2024, 14 contractors attended a mandatory job walk. On July 3, 2024, Addendum No. 2 was issued to provide clarification to questions and added additional contractor notes to the plans. Addendum No. 1 was issued on May 23, 2024, which corrected the date the Project was advertised in the San Bernardino County Sun from May 10, 2024, to May 28, 2024.

 

PFMD recommends the Board award the construction contract to Cora Constructors, Inc., the lowest responsive and responsible bidder.
