Recommendation

Approve Amendment No. 1 to Agreement No. 18-251 with Comprehensive Pharmacy Services, LLC, to increase the not to exceed amount by $5,929,712, for new total not to exceed amount of $52,105,653, for the provision of pharmacy staffing services at multiple Alternative Care Sites in the event of Novel Coronavirus surge in patients, with no change to the contract period of July 1, 2018 to June 30, 2023.

FINANCIAL IMPACT

Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The additional cost of $5,929,712 are funded by State Medi-Cal, Federal Medicare, private insurances, Coronavirus Aid, Relief, and Economic Security (CARES) Act, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.  Sufficient appropriation and revenue is included in the Arrowhead Regional Medical Center (ARMC) 2020-21 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of the Amendment will allow ARMC to utilize pharmacy staffing services through Comprehensive Pharmacy Services, LLC (CPS) at various Alternative Care Sites (ACS). The ACS are facilities designated to provide general, low-level care for mildly to moderately symptomatic Novel Coronavirus (COVID-19) patients, low level care for persons under investigation for COVID-19, and/or low level care for non-COVID-19 Patients. The possible utilization of ACS is a result of the public health emergency declared by the State of California on March 4, 2020, as a result of the COVID-19 pandemic.

 

Pharmaceutical services provide for the safety, health and social service needs of County residents by ensuring the necessary pharmaceuticals are provided to hospital patients and the availability of pharmacy services to patients of ARMC’s outpatient clinics, as well as patients from the County Sheriff’s and Probation Departments.  ARMC provides medical care to low and moderate-income County residents. CPS does all of their own management which allows the pharmacy to function without adding positions to the County budget and be fiscally conservative.

 

PROCUREMENT

On May 22, 2018 (Item 22), the Board Approved Agreement No. 18-251 with Comprehensive Pharmacy Services, Inc. in an amount not to exceed $46,175,941, for pharmaceutical services at Arrowhead Regional Medical Center for the period of July 1, 2018 to June 30, 2023.

 

Agreement No. 18-251 is an approved competitive procurement, as it is the result of a Request for Proposal award.
