RECOMMENDATION(S)

Recommendation

1.                     Accept donation of the following vehicles from the City of Chino Hills:

a.                     One 2022 Kawasaki Mule Pro-FXT off-road vehicle (Vehicle Identification No. JKBATSF1XNB500918) with a total value of $19,000.

b.                     One 2021 Carry-On utility trailer (Vehicle Identification No. 4YMBU1211MN030896) with a total value of $3,250.52.

2.                     Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute all necessary documentation to transfer title of the donated vehicles referenced in Recommendation No. 1, subject to review by County Counsel.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The 2022 Kawasaki Mule Pro-FXT off-road vehicle (Mule) and the 2021 Carry-On utility trailer (Trailer) were purchased by the City of Chino Hills (Chino Hills) utilizing its Homeland Security Grant funds in the total aggregate amount of $22,250.52. All costs associated with the donated Mule and Trailer, including fuel, insurance, and maintenance, will be funded through the law enforcement services contract with Chino Hills. Sufficient appropriation and revenue are included in the Sheriff/Coroner/Public Administrator’s (Department) 2022-23 budget.

 

BACKGROUND INFORMATION

The Department provides law enforcement services to Chino Hills on a contractual basis that is renewed annually, most recently approved by the Board of Supervisors (Board) on January 24, 2023 (Item No. 53). The Department is requesting approval to accept the donation of the Mule to be used by staff assigned to Chino Hills’ patrol station during the course and scope of law enforcement duties within Chino Hills, including, but not limited to, off-highway vehicle enforcement operations in undeveloped open space, parks, trail systems, and Chino Hills State Park. The Trailer will be used to transport the Mule, when needed. At the end of their useful lives, the Mule and Trailer will be returned to Chino Hills for disposal.

 

County Policy Standard Practice 06-01SP requires departments to obtain approval from the Board for any donation valued over $10,000.
