Recommendation
Approve Amendment No. 3 to Contract No. 22-819 with Children’s Fund, Incorporated, to support programs and projects for at risk children and youth served by San Bernardino County, increasing the contract amount by $30,000, from $1,627,949 to $1,657,949, with no change to the contract period of September 21, 2022 through June 30, 2026.

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The maximum cost for this contract will be $1,657,949 and is funded 80% ($1,326,359) with Realignment funds and 20% ($331,590) with Net County Cost. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2025-26 budget.
BACKGROUND INFORMATION
Since 2011, Children and Family Services (CFS) has referred at-risk children and youth for programs and services supported by Children’s Fund, Incorporated (Children’s Fund) as part of a public/private collaboration. These programs and services include clothing, school supplies, orthodontia, groceries, housing and utility assistance, scholarships, computers and training for graduating high school seniors, support for the Independent Living Program for teens in foster care, as well as holiday and birthday gifts for children and youth in foster care.
Children’s Fund is a nonprofit 501(c)(3) organization founded in 1986 and is the County’s public/private partnership component of the Children’s Network, and the Child Abuse Prevention Council of San Bernardino County, whose role is to bring together all agencies within the county that serve children and youth and facilitate collaboration and information.
The mission of Children’s Fund is to give vulnerable children and youth support, opportunity, and hope by breaking destructive cycles through community partnerships. Children’s Fund helps to provide programs that match children and youth in need of available resources and services through a comprehensive resource distribution network. Since its inception in 1986, Children’s Fund has provided more than 1,700,000 services to children and youth in the county through programs designed to meet the specific needs of at-risk children and youth. During 2024-25, Children’s Fund provided services to more than 5,000 children and youth at an average cost of $104 per child or youth.
On September 13, 2022 (Item No. 19), the Board of Supervisors (Board) approved Contract No. 22-819 between the County and Children’s Fund, to support programs and projects for at-risk children and youth served by the County, in an amount not to exceed $1,199,243, for the period of September 21, 2022 through June 30, 2025.
On November 14, 2023 (Item No. 27), the Board approved Amendment No. 1 to Contract No. 22-819 between the County and Children’s Fund, modifying the fiscal language to allow reallocation of budgeted funds from one line item to another. There was no change to the amount of $1,199,243, or to the term of the contract.
On April 29, 2025 (Item No. 19), the Board approved Amendment No. 2 to Contract No. 22-819 between the County and Children’s Fund modifying the investment/contribution language, increasing the contract amount by $428,706, from $1,199,243 to $1,627,949, and extending the contract by one year, for a total period of September 21, 2022 through June 30, 2026.
Amendment No. 3 will increase the contract amount by $30,000, from $1,627,949 to $1,657,949, with no change to the contract period of September 21, 2022 through June 30, 2026. The increase will cover costs related to orthodontic referrals which will allow Children’s Fund to continue providing support programs and projects for at-risk children and youth.
