Recommendation

Approve Amendment No. 1 to Contract No. 25-814 with Stephen Shea to provide services as a Range Safety Officer, to allow participation in the Dependent Care Assistance Plan and Flexible Spending Account Plan for medical expense reimbursement, effective January 13, 2026, with no change to the estimated annual cost of $82,842 (Salary $62,379, Benefits $20,463) or contract term of October 18, 2025 through October 17, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no change to the estimated annual cost for 2025-26, funded within the Sheriff/Coroner/Public Administrator’s (Department) existing 2025-26 budget. Sufficient appropriation will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department’s Training Center operates a weapons firing range for the purpose of conducting firearms training and periodic firearms qualifications for sworn personnel and other law enforcement agencies. The Department utilizes the services of a contract employee to serve as the Range Safety Officer. This is a single position classification, with duties that include scheduling the use of range facilities, performing safety inspections, coordinating range maintenance, maintaining and updating range instruction contracts, and providing general supervision of range activities.

 

On October 7, 2025 (Item No. 39), the Board of Supervisors (Board) approved Employment Contract No. 25-814 (Contract) with Stephen Shea to provide services as a Range Safety Officer for the term of October 18, 2025 through October 17, 2028, with the option to extend the term for three additional one-year periods. The Board also authorized the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute amendments to the Contract to extend the term for a maximum of three successive one-year periods, on behalf of the County, subject to County Counsel review. The Dependent Care Assistance Plan (DCAP) and the Flexible Spending Account (FSA) Plan were inadvertently left out of the Contract, which prevented the contract employee from participating in both plans.

 

Approval of this item will allow the contract employee to participate in the DCAP and the FSA plans, with no other changes to the estimated annual cost or contract term. Either party may terminate the Contract at any time without cause with a 14-day prior written notice to the other party. The Contract may be terminated for just cause immediately by the County.
