Recommendation
Authorize the Purchasing Agent to issue purchase orders to Carahsoft Technology Corporation, an authorized Envisage Technologies, LLC reseller, for Acadis Online Cloud services through California Participating Addendum No. 7-17-70-40-05 to the Utah National Association of State Procurement Officers Cloud Solutions (Master Agreement No. AR2472), for a total amount of $353,532.20 for the period of March 10, 2026, through September 15, 2026.

FINANCIAL IMPACT
Approval of this item may result in the use of Discretionary General Funding (Net County Cost). The cost for the first year of Envisage Technologies, LLC, Acadis Online Cloud (Acadis) services in the amount of $208,645.40 will be funded with the Sheriff/Coroner/Public Administrator’s (Department) existing budget allocation (4430001000). The Department is not requesting additional ongoing Net County Cost at this time; however, if necessary, a request for Net County Cost will be included in a future budget report.
BACKGROUND INFORMATION
The Department’s Technical Services Division (TSD) is responsible for all computer-related technology, data, and communications systems within the Department and provides information management support, ongoing maintenance, enhancements, and upgrades to departmental systems. For over 25 years the Department has utilized Cornerstone’s Pathlore learning management system (LMS); however, the LMS is no longer supported by the software developer therefore the Department sought a new LMS provider. Acadis is a public-safety training and credential management platform that will allow the Department to schedule classes, track Police Officer Standards and Training (POST) and continuing education requirements, as well as monitor deputy certification, and ensure compliance with state and federal POST standards. In order to maintain compliance, TSD must implement the most current platforms to help improve information management capabilities, protect information, provide secure data storage, and have timely access to accurate information.
On April 26, 2022 (Item No. 58), the Board approved California Participating Addendum No. 7-17-70-40-05 to the Utah National Association of State Procurement Officials (NASPO) Master Agreement No. AR2472 for Cloud Solutions with Carahsoft Technology Corporation (Carahsoft) for countywide purchases cloud solution services. The NASPO Master Agreement expires on September 15, 2026. All new orders for Acadis Online Cloud services must be placed prior to September 15, 2026. The subscription term for the services purchased may extend beyond that date and will be honored through the end of the term as stated in the order, not to extend beyond March 9, 2028. Indefinite or perpetual orders are not permitted.
The Department recommends approval of this contract to allow the Department to purchase the Acadis Online Cloud services needed to continue to effectively manage data regarding certifications, compliance, and performance evaluations for sworn staff.
PROCUREMENT
NASPO is a cooperative purchasing program that helps facilitate public procurement and is able to provide competitive pricing options due to its collective purchasing power. While Carahsoft holds the Master Agreement, they solicit contracted vendors to provide quotes under the NASPO Agreement.
The procurement under NASPO consists of a competitive process, recognized to meet County purchasing standards, conducted by a lead agency. Utah is assigned as the lead agency for NASPO’s Master Agreement No. AR2472 for Cloud Solutions. Under this agreement, the State of California signed Participating Addendum No. 7-17-70-40-05 approving participation for the State, political subdivisions, and other eligible entities. As a political subdivision, the County is allowed to participate in this cooperative agreement. The Department obtained a bid from Carahsoft leveraging the NASPO agreement and the cost exceeds $200,000 for the first year.
County Policy 11-04, Procurement of Goods, Supplies, Equipment, and Services, requires the Department to seek Board approval for competitive and non-competitive purchases of services in excess of $200,000 annually.
