Recommendation

Approve Amendment No. 1 to Revenue Contract No. 25-540 with the California Department of Education to provide California State Preschool Program services, increasing the contract amount by $322,329, from $7,918,041 to $8,240,370, with no change to the contract term of July 1, 2025, through June 30, 2026.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The recommended amendment is 100% funded by the California Department of Education (State) and does not require a local match. Adequate appropriation and revenue have been included in the Preschool Services Department (PSD) 2025-26 budget.

 

BACKGROUND INFORMATION

The California State Preschool Program (CSPP) includes both part-time and full-day instruction to provide a core class curriculum that is developmentally and culturally appropriate for the children served. Since 1999, PSD has provided these programs through a combination of direct and contracted services for children ages zero to five years and their families. The State provides annual funding to PSD for CSPP through the recommended revenue contract.

 

CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages three to five years countywide, as well as referrals to health and social services for families and staff development opportunities to employees. CSPP services cover full-day and part-time childcare and development programs that include nutrition, parental education, information on child development and care, with an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job training program, and families involved with Children and Family Services. PSD anticipates serving approximately 948 CSPP children countywide in 2025-26, at an average cost of $8,692 per child.

 

On December 17, 2024 (Item No. 59) the Board of Supervisors (Board) approved a grant application to the State in the amount of $7,918,041 for CSSP for the period of July 1, 2025, through June 30, 2026. 

On June 18, 2025 (Item No. 51), the Board approved Revenue Contract No. 25-540 with the State (State Revenue Contract No. CSPP-5416) in the amount of $7,918,041 for the CSPP for the period of July 1, 2025, through June 30, 2026. 

 

On October 1, 2025, PSD received the Notice of Award (NOA) from the California Department of Education regarding an increase in funding for the CSPP. Each year, the State evaluates its budget and, when available, allocates additional funds to CSPP grantees to support program enhancement and service delivery. The additional funding reflected in the NOA represents PSD’s share of this statewide adjustment and is intended to strengthen program operation.

 

Approval of this item increases the total revenue contract by $322,329 to a revised amount of $8,240,370 for budget year 2025-26.
