RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of the grant application to the California Department of Health Care Services, in the amount of $38,722,987, for the Bond Behavioral Health Continuum Infrastructure Program Round 1: Launch Ready grant.
2. Adopt Resolution approving an application for funding and the execution of a grant agreement, and any amendments thereto, for the Bond Behavioral Health Continuum Infrastructure Program Round 1: Launch Ready grant.
3. Authorize the Chief Executive Officer, Assistant Executive Officer, the Deputy Executive Officer of Health and Human Services Administration, or the Director of the Department of Behavioral Health, to execute and electronically submit the grant application, ancillary documents, and any subsequent non-substantive amendments for the Bond Behavioral Health Continuum Infrastructure Program Round 1: Launch Ready grant, on behalf of the County, subject to review by County Counsel.
4. Direct the Director of the Department of Behavioral Health to transmit the grant application and any subsequent non-substantive amendments in relation to Bond Behavioral Health Continuum Infrastructure Program Round 1: Launch Ready grant, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Bond Behavioral Health Continuum Infrastructure Program Round 1: Launch Ready (Bond BHCIP Round 1) grant application, in the amount of $38,722,987, requires a 10% ($3,872,299) local match. The Department of Behavioral Health (DBH) will meet this requirement with $3,227,027 in American Rescue Plan Act (ARPA) funds, land contributed to the Pacific Village Platinum Campus (Campus) valued at $591,000, and $54,272 for sunk costs incurred for predevelopment services in developing the grant application.
BACKGROUND INFORMATION
The Campus is an estimated $42 million multiuse-collective use partnership between DBH, the Department of Aging and Adult Services (DAAS), the Community Development and Housing Department, and third-party management providers that will offer housing and social services to county residents who are experiencing or are at risk of homelessness.
San Bernardino County (County) is expanding the Campus housing complex, a full-service continuum of care campus, which will promote community health and provide housing options to the most vulnerable residents within the county. The 6.91-acre site is located on County owned parcels on Pacific Street and Valaria Drive in the city of San Bernardino. The Campus will address gaps in the continuum of care for people with behavioral health conditions and will meet the needs of vulnerable populations with the greatest barriers to obtaining behavioral health treatment and housing, including older adults, adults with disabilities, and people experiencing homelessness.
This project is a strategic initiative by the County to create a comprehensive continuum of care for its most vulnerable populations, including older adults, individuals with disabilities, and those experiencing homelessness. Unlike traditional homeless shelters or large-scale congregate housing, it integrates various housing interventions, recuperative care, and substance use disorder (SUD) treatment services to address the root causes of homelessness and provide a pathway to independent living and permanent housing. Each department will utilize specific funding sources to support its portion of the development.
On October 6, 2020 (Item No. 33), the Board of Supervisors (Board) approved the acquisition of the Campus at a cost of $2,700,000, plus escrow and title fees, to initiate a project using HomeKey Program grant funding.
On May 21, 2024 (Item No. 59), the Board approved and authorized the release of a Design-Build Request for Proposal to Prequalified Design-Build Entities for the Campus.
On July 23, 2024 (Item No. 26), the Board approved subdivision of the Campus, creating three separate parcels necessary to facilitate the Campus Project.
On November 19, 2024 (Item No. 5), the Board approved Program Funding Agreement No. 24-1098 with Horne LLP, on behalf of the California Department of Social Services for the Community Care Expansion - Capital Expansion Program Grant for DAAS to rehabilitate existing facilities and construct of 30 new permanent supportive housing units and 32 new recuperative care units. The agreement was in the amount not to exceed $14,778,895, effective upon execution through June 30, 2029.
As part of the Campus expansion, supported by the Bond BHCIP Round 1 grant application, DBH proposes establishing two adult residential SUD treatment facilities, adding 32 new beds to serve approximately 384 adults annually, including older adults, individuals with disabilities, and unhoused individuals. The facilities will provide 24-hour, gender-responsive care for individuals with SUD and co-occurring mental health diagnoses, offering treatment aligned with current American Society of Addiction Medicine Levels 3.5, 3.3, and a stepdown to co-located Level 3.1 care. Each individual is expected to stay for an average of 30 days, ensuring adequate time for stabilization and recovery.
This expansion addresses the ongoing need for residential SUD treatment by increasing capacity, enabling the County to better meet the needs of individuals with acute SUD challenges and improve access to comprehensive, effective care.
The Department of Health Care Services (DHCS) has issued a Request for Application for county behavioral health (BH) agencies to apply for funding to initiate and support BH infrastructure efforts in their communities. As part of the Request for Application, DHCS requires adoption of a Resolution approving the application for funding and execution of the grant agreement. If awarded, DBH will request approval from the Board for acceptance of the grant. The funding is intended to expand community capacity for serving the BH population with a commitment to serve the most vulnerable individuals, including those who are veterans and those who are experiencing homelessness, and must commit to serve Medi-Cal beneficiaries, through capital expansion projects.
Approval of this item will allow the County to apply for the DHCS Bond BHCIP Round 1 grant in the amount of $38,722,987, allowing the County to pursue the two adult residential SUD treatment facilities on the Campus and expand the continuum of care.
