RECOMMENDATION(S)

Recommendation

Authorize the Purchasing Agent to issue non-competitive Purchase Orders to Auditory Instruments, Inc. for the purchase of video systems, including installation and miscellaneous parts, in an amount not to exceed $978,000, to complete the necessary video system upgrades at the Sheriff/Coroner/Public Administrator’s headquarters building in the City of San Bernardino and the County’s High Desert Government Center in the City of Hesperia.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The aggregate project cost of $978,000 for the Sheriff/Coroner/Public Administrator’s (Department) headquarters building ($617,000) and the High Desert Government Center’s (HDGC) main conference room ($361,000) are included in the Department’s 2024-25 budget (4430002384).

 

BACKGROUND INFORMATION

The existing video systems at the Department’s headquarters and at the HDGC were originally installed in June 2011. During emergency events and activation of the Department Operations Center (DOC) these systems provide communication interoperability and receive video and sound streams from the Department’s aircraft downlink that allow executive staff to make decisions and provide coordination between headquarters and command staff at outlying stations.  These video systems are now outdated and frequently malfunction resulting in excessive downtime and calls for service. 

 

Approval of this item will authorize the Purchasing Agent to issue non-competitive Purchase Orders to Auditory Instruments, Inc. for the purchase and installation of video systems, in an amount not to exceed $978,000.

 

PROCUREMENT

This is a non-competitive procurement based on equipment/system compatibility. The recommended video system upgrade will maintain compatibility and avoid connection disruptions with existing newer systems installed by Auditory Instruments, Inc. in different areas of the Department in March of 2023. The Purchasing Department supports this non-competitive procurement. 

County Policy 11-04 requires Board of Supervisors approval for non-competitive procurement that exceed $200,000.
