RECOMMENDATION(S)
Recommendation
1. Conduct a public hearing to consider the One Tree Hill project, consisting of a policy plan amendment and zoning amendment for a single 40-acre parcel.
2. Adopt the Negative Declaration for the One Tree Hill project.
3. Adopt the findings recommended by the Planning Commission in support of the policy plan amendment and zoning amendment.
4. Adopt Resolution to amend the split Land Use Category designation of Medium Density Residential from 33 acres to 24 acres and Commercial from 7 acres to 16 acres on a single 40-acre site.
5. Consider proposed ordinance to amend the split Land Use Zoning District designation of Multiple Residential from 33 acres to 24 acres and General Commercial - Sign Program from 7 acres to 16 acres on a single 40-acre site.
6. Make alterations, if necessary, to the proposed ordinance.
7. Approve introduction of the proposed ordinance.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Adequate appropriation and revenue to complete this action have been included in the Land Use Services Department, Planning Division 2025-26 budget. All costs of processing this application are paid by the Applicant, NV5-Inc.
BACKGROUND INFORMATION
This item consists of a request for a Policy Plan Amendment and Zoning Amendment (Project) as follows:
• Policy Plan Amendment to amend the split Land Use Category designation of Medium Density Residential from 33 acres to 24 acres and Commercial from 7 acres to 16 acres on a single 40-acre site.
• Zoning Amendment to amend the split Land Use Zoning District designation of Multiple Residential from 33 acres to 24 acres and General Commercial - Sign Program from 7 acres to 16 acres on a single 40-acre site.
The Project is consistent with the goals and policies of the Policy Plan, including, but not limited to, Policy LU-2.1 which emphasizes compatibility with existing uses. The Project would retain the current land use and zoning designations while adjusting the commercial designations to areas closest to Twentynine Palms Highway and Sunset Road. Joshua Tree Creek serves as a natural barrier separating the proposed commercial zoning area from the residential zoning area, ensuring that future development on the site aligns with the existing vision for the property. A detailed and comprehensive analysis of the Project is included within the Planning Commission Staff Report and attached as a supporting document to this item.
The Project has been analyzed with the preparation of an Initial Study/Negative Declaration. The Negative Declaration concludes that the Project will not have a significant impact on the environment.
The County Code requires a recommendation from the San Bernardino County Planning Commission (Planning Commission) for final action by the Board of Supervisors on the Policy Plan Amendment and Zoning Amendment. At the Planning Commission hearing on October 23, 2025, there were no in-person public comments on this item. The Planning Commission recommended approval of the Project by a vote of 3-0 (Commissioners Slowik and Suket absent). The Planning Commission’s recommendation and proposed findings are included within the Planning Commission Staff Report and attached as a supporting document to this item.
