Recommendation
Authorize the Auditor-Controller/Treasurer/Tax Collector to post appropriation and revenue adjustments to the Sheriff/Coroner/Public Administrator 2021-22 budget in the amount of $692,471 as detailed in the Financial Impact section (Four Votes Required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) was awarded funds under the Fiscal Year 2021 DNA Backlog Reduction Program Grant. Notification of this award was received after the deadline for inclusion in the Midyear 2021-22 Budget Report approved by the Board of Supervisors (Board) on January 25, 2022 (Item No. 64).
Approval of this item will allow the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the Department’s 2021-22 budget:

BACKGROUND INFORMATION
On January 11, 2022 (Item No. 37), the Board approved the acceptance of a grant award in the amount of $692,471 from the United States Department of Justice, Bureau of Justice Assistance (BJA) with a performance period of October 1, 2021 through September 30, 2023. The Department has received funding under the Program in the past, which has been used to replace outdated equipment, purchase supplies, and provide training. The current grant award will fund a contract DNA Criminalist position, overtime costs, training, travel, services and supplies, external audit fees, and replacement of aging computers and equipment.
The purchase of equipment will consist of a Qiacube Connect device and a Qiagen EZ2 Connect FX device. This equipment will allow for the efficient and partially automated purification of DNA during the extraction step of DNA analysis of samples obtained from sexual assault evidence kits.
