FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) or the use of Department of Public Works - Solid Waste Management (SWMD) established fees that are charged to the public and other agencies for utilization of the County’s Waste Disposal System.

 

BACKGROUND INFORMATION

On September 1, 2020 (Item No. 1), a study session was conducted regarding the County Waste Disposal System, Solid Waste Handling Franchise Agreements and Waste Disposal Agreements with the cities, which also included an operations overview, landfill life expectancy, financing, operational efficiencies and new legislation. Since that time, significant changes in the solid waste industry have occurred affecting not only regional landfill capacities but costs related to post-closure maintenance activities.

 

This workshop will provide the Board with an update on the County Waste Disposal System and discuss options for future Department actions to ensure they align with the Board’s vision. The workshop will include:

                     Solid Waste Disposal System Overview

                     Landfill Life Expectancy

                     Solid Waste Management Financial Standing

                     Expansion Opportunities

                     Regional Market

                     Import Strategy
