RECOMMENDATION(S)

Recommendation

1.                     Approve a Cooperative Agreement with the City of Highland (Highland) under which the County of San Bernardino (County) will contribute $4,500 to Highland to fund the County’s portion of grant preparation costs.

2.                     Authorize Highland to submit a grant application in partnership with the County and the City of San Bernardino (San Bernardino) to the California Department of Transportation for the Cycle 5 call for projects under the Active Transportation Program requesting funding for pedestrian and bicycling improvements in the Highland, San Bernardino, and unincorporated San Bernardino and Highland areas, subject to review and approval by County Counsel and the Chief Executive Officer.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost for preparation of the grant application is $50,000. Highland will provide $22,500 as its financial contribution to the grant preparation, San Bernardino will provide $23,000, and the County will provide $4,500 through the Department of Public Works (Department) to fund the grant preparation estimated cost of $50,000. The contribution distribution is based on the proportion of the proposed Active Transportation Program project located in each jurisdiction. The Highland/San Bernardino Bi-City Bikeway and Walkway Connector (Project) will be located 8.46% in the County, 46.28% in San Bernardino, and 45.26% in Highland. The County’s share of $4,500 will be funded with Gas Tax revenue. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget (6650002000).

 

Contributions of each agency are outlined in the table below. The preliminary cost estimate for the proposed grant project is $17.4 million, which includes approximately $4.5 million in components that are not eligible for reimbursement under the grant program, such as pavement resurfacing necessary for the installation of painted bike lanes. The ineligible costs will be funded by the local agency in which those necessary improvements are located. While a local match is not required for this grant, extra points are awarded to those applications that provide a local match. Based on the preliminary Project scope, the amount of grant funds to be requested will be $11,564,128 and the County’s contribution toward the local match will be $117,818, plus $371,834 in ineligible pavement rehabilitation costs, totaling $489,652.

BACKGROUND INFORMATION

The cooperative agreement will allow the County to fund its proportional share of the costs to prepare a grant application for submission to the California Department of Transportation (Caltrans) for Cycle 5 of the Active Transportation Program.

 

Highland, San Bernardino, and the County have been working together to seek funding for construction of the Project, a proposed joint agency Project that would install a corridor of bicycling and pedestrian improvements to promote active transportation. The corridor would begin in the City of Highland, run through the City of San Bernardino, and the unincorporated areas of Highland and San Bernardino, terminating at California State University San Bernardino. Proposed improvements include pavement resurfacing, installation of sidewalk, bike lanes and bike paths, ladder style crosswalks, flashing beacon pedestrian crossings, and pedestrian warning signs.

 

Caltrans has recently announced the call for projects under Cycle 5 of the Active Transportation Program. Highland has agreed to be the lead agency in preparation and submission of the grant application to request funding for this Project. The cost to prepare the grant application will be shared between Highland, San Bernardino, and the County based on the proportion of Project located in each jurisdiction. This item seeks approval of the County’s funding contribution and outlines each agency’s roles and responsibilities. The Project scope is still being refined and elements may be added, deleted, or modified, which would affect the ultimate required contributions from each agency. A project funding agreement will be presented to the Board of Supervisors at a later date once the Project scope has been ultimately defined and the Project is awarded grant funds. The California Transportation Commission is expected to award funding for projects at their March 2021 meeting.

 

The application submission deadline is September 15, 2020.

 

Submission of the grant application in cooperation with Highland and San Bernardino meets the County’s and Chief Executive Officer’s goals and objectives of operating in a fiscally-responsible and business-like manner and working with other agencies by seeking funding for a joint active transportation project.
