Recommendation

Accept a Sub-grant award and approve Sub-grant Revenue Agreement (No. AA211030) with the State of California Employment Development Department, in the amount of $5,145,086 for the period of April 1, 2021 to June 30, 2023, to provide Workforce Innovation and Opportunity Act Services for Program Year 2021-22.

FINANCIAL IMPACT

Approval of this item will not impact Discretionary General Funding (Net County Cost). This revenue agreement will bring in $5,145,086 of initial youth program funding to San Bernardino County (County). Adequate appropriation and revenue were included in the Workforce Development Department’s (WDD) 2021-22 budget.

 

This is the initial allocation to be supplemented by additional program funds throughout the fiscal year. Additional Workforce Innovation and Opportunity Act (WIOA) allocations will be automatically added to the sub-grant through grant modifications within the availability period of the sub-grant. The State of California Employment Development Department (EDD) does not require new grant modifications to be signed. If variations to future allocation amounts occur, they will be presented to the Board of Supervisors (Board) as countywide quarterly budget adjustments.

 

BACKGROUND INFORMATION

On May 19, 2015, WDD was notified that the County was designated as a Local Workforce Development Area under WIOA. WIOA provides the framework for a national workforce preparation system that is administered at the local level and is designed to meet the individual needs of businesses and jobseekers. Under the direction of the Workforce Development Board, WDD is responsible for administering WIOA programs on behalf of the County.

 

WIOA funding originates from the U.S. Department of Labor. Allocations are made to each State based upon a legislated formula. The proposed Sub-grant Revenue Agreement (No. AA211030) (Agreement) is the primary agreement EDD will utilize to pass through all WIOA funding for Program Year 2021-22 to WDD, covering the period of April 1, 2021 to June 30, 2023.

 

The proposed Agreement and initial allocation will allow WDD to receive additional WIOA allocations awarded to the County throughout Program Year 2021-22 to provide workforce development services covering the period of April 1, 2021 to June 30, 2023. These funds are utilized to fund youth program operations and deliver employment and training services at WDD’s three America’s Job Centers of California to unemployed and under-employed residents within the County. These services include individual and on-the-job training, supportive services, job search, resume assistance and other case management services with the goal of providing employment opportunities to underserved populations.

 

On June 24, 2021, WDD received the Agreement from EDD. This item is being presented at this time as this is the first Board meeting date available following the required operational, administrative, and legal reviews. Approval by the Board at this time will not impact services.
